Title

Substitute resolution relative to acceptance and funding of 2026-2027 Family Foundations Comprehensive Home Visiting grant from the Wisconsin Department of Children and Families.

 

 

Analysis

Substitute resolution authorizes the Health Department to accept, and fund 2026-2027 Family Foundations Comprehensive Home Visiting grant from the Wisconsin Department of Children and Families in the amount of $3,133,115 with a City share of $1,598,911 and a grantor share of $1,534,205. The purpose of the grant is to serve families in need of services related to improving pregnancy outcomes, enhancing family functions, preventing child abuse and neglect and assuring child readiness for school.

 

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Children and Families to improve pregnancy outcomes, enhance family functions, prevent child abuse and neglect and assure child readiness for school; and

 

 

Whereas, The operation of this grant program from October 1, 2026 to September 30, 2027 will cost $3,133,115 comprised of $1,534,205, or 49%, grantor share and $1,598,911 or 51%, City share; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement for these funds; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent account of the 2026 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Comprehensive Home Visiting Grant:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement

 

3.  Establish the necessary City Share Project Values; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2026 grant budget for training and out-of-town travel by departmental staff;

 

3.                     Expend from the 2026 grant budget funds for specific items of equipment.
