Title

Resolution relating to acceptance and funding of a U.S. Department of Justice 2025 COPS Hiring Program grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a 2025 COPS Hiring Program grant from the US Department of Justice, Office of Community Oriented Policing Services in the amount of $15,160,350 with a City share of $8,910,350 and a grantor share of $6,250,000. The purpose of the grant is to hire and fund 50 additional police officers for a 3-year period with a 12-month local retention period. Any reimbursement request from the Grantor will be made in consideration of compliance with Act 12 certification requirements.

Body

Whereas, Under the terms of CFDA #16.710, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice to hire and fund 50 additional police officers for a 3-year period with a 12-month local retention period; and

 

Whereas, The operation of this grant from 10/1/2025 to 9/30/2030 would cost $15,160,350. The purpose of the grant is to hire and fund 50 additional police officers for a 3-year period, of which $8,910,350 would be provided by the City (59%) and $6,250,000 (41%) would be provided by the grantor; and

 

Whereas, The City of Milwaukee will seek reimbursement under the grant if doing so is compliant with the certification requirements of Act 12; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2025 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2024 COPS Hiring Program Grant:

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date; and

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent.

Further Resolved, That the 2026 Positions Ordinance shall be amended as follows:
