Substitute resolution authorizing the Department of Administration - Office of Environmental Sustainability and the Department of Public Works to apply for, accept and expend a grant from the Wisconsin Coastal Management Program relating to use of environmentally-friendly, "green" practices when reconstructing streets.
Analysis
This resolution authorizes the Department of Administration - Office of Environmental Sustainability and the Department of Public Works to apply for, accept and expend a $100,000 grant from the Wisconsin Coastal Management Program in response to a Flooding Study Task Force recommendation. The grant proposes to engage an independent engineering consultant to evaluate the City's pilot "green" street reconstruction projects, and to develop policies for the use of "green" street building practices in City street maintenance and reconstruction projects.
The total grant project budget will be $250,000, with $100,000 provided by the grantor, and a 60% match ($150,000) provided by the City. The Office of Environmental Sustainability proposes to designate $150,000 from the 2011 Sewer Maintenance Fund's Stormwater Best Management Practices capital account - a "green" program already funded by the City - to meet the required match, so no new funds will be expended by the City in conjunction with this grant.

Body
Whereas, The Flooding Study Task Force recommended the City evaluate "existing green infrastructure improvements and develop policies to incorporate future green infrastructure into development, re-development and street construction efforts"; and
Whereas, The Department of Administration - Office of Environmental Sustainability and the Department of Public Works wish to follow this Flooding Task Force recommendation by initiating a Green Street Policy Review program which will hire an independent engineering consultant to evaluate the City's pilot "green" street reconstruction projects, develop policies and draft an administrative manual for "green" street building practices in City street maintenance and reconstruction projects, and to train City engineering staff on these "green" street reconstruction policies; and
Whereas, The City of Milwaukee appears to be eligible for a grant from the Wisconsin Coastal Management Program to fund 40% of the Green Streets Policy Review program; and
Whereas, The total cost of the Green Street Policy Review program is projected to be $250,000 which The Department of Administration - Office of Environmental Sustainability and the Department of Public Works propose to fund through a $100.000 (40% of total costs) grant from the Wisconsin Coastal Management Program and a $150,000 (60% of total costs) City match; and
Whereas, Wisconsin Coastal Management Program grant will fund the Green Street Policy Review program for a grant period of July 1, 2012, to June 30, 2013; and
Whereas, The Department of Administration - Office of Environmental Sustainability and the Department of Public Works propose to satisfy the City's S150,000 match through an already-budgeted Stormwater Best Management Practices capital account in the Sewer Maintenance Fund (account SM49311000A), so no new funds will be expended by the City in conjunction with this grant; and
Whereas, The proposed $100,000 budget for this project funded by the grantor is as follows:

Whereas, The project funded by this grant promises to help the City integrate environmentally-friendly, green practices when reconstructing streets which will improve stormwater management, reduce non-point source pollution, reduce the incidence and severity of flooding, and improve the quality of life for city residents; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Office of Environmental Sustainability and the Department of Public Works are authorized to apply for, accept and expend a grant from the Wisconsin Coastal Management Program to hire an independent engineering consultant to evaluate the City's pilot "green" street reconstruction projects, and to develop policies for the use of "green" street building practices in City street maintenance and reconstruction projects without further approval unless the terms of the grant change as indicated in Section 304.81, Milwaukee Code of Ordinance; and, be it
Further Resolved, That Department of Administration - Office of Environmental Sustainability and the Department of Public Works are authorized to develop and issue a Request-for-Proposal and hire an engineering consultant in conjunction with this grant project following all procedures and policies set forth for City purchases of services; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2012 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Green Streets Policy Review grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant levels and budget to these Project/Grant values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted to the Department of Administration - Office of Environmental Sustainability and the Department of Public Works with authority to expend appropriated sums for purposes specified in the grant budget and incur costs consistent with the grant award.
