Title
Substitute resolution relating to application, acceptance and funding of a Growing Regional Opportunities for Wisconsin grant, funded through the state Council on Workforce Investment and administered by the Department of Workforce Development.  
Analysis
This resolution authorizes the Mayor's Office to apply for, accept and fund a Growing Regional Opportunities for Wisconsin Grant to contract with a consultant to develop a regional workforce partnership that will mobilize resources for the central city workforce to qualify for career opportunities in critical sectors of the regional economy. The amount of the grant is $150,000 with a Local-In-Kind- Non-City Share of $20,000 and a grantor share of $130,000.
Body
Whereas, The City of Milwaukee ("City") appears to be eligible for grant funds from the State of Wisconsin's Council on Workforce Investment's Growing Regional Opportunities for Wisconsin (GROW) grant; and
 
Whereas, The Department of Administration- Intergovernmental Relations Division has determined that operation of this grant program from September 1, 2005 through August 30, 2006 will cost approximately $150,000, of which 87 percent will be provided by the Grantor; and
 
Whereas, The In-Kind Local Non-City share of this grant program, $20,000 or 13 percent, will come from private sector contributions; and
 
Whereas, The Department of Administration-Intergovernmental Relations Division has determined that the benefits to the City from this grant program appear to exceed the City's share of costs and other obligations to be incurred under this program; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application, acceptance and funding of said grant from the State of Wisconsin's Council on Workforce Investment under the terms specified above, to be administered by the Mayor's Office, is authorized; and, be it
 
Further Resolved, That the proper City officials and/or the Mayor's Office are authorized to accept such grant funds without further Common Council approval unless any of the following occur:
 
1. The purpose of such grant program is significantly changed.
 
2. The amount of the Out-of-Pocket City Share increases from the amount specified above.
 
3. The ratio of Out-of-Pocket City Share to Grantor's Share increases from that specified above.

Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue - Grant and Aid Projects Fund, the following amount for the program titled State of Wisconsin Growing Regional Opportunities for Wisconsin Grant:

Further Resolved, That these funds are budgeted for the Mayor's Office, which is authorized to expend from the amount budgeted for specified purposes as indicated in the Grant Budget and incur costs consistent with the award date; and, be it
 
Further Resolved, That the funds received from the Grantor shall be deposited in accordance with procedures established by the City Comptroller; and, be it
 
Further Resolved, That the Mayor's Office shall have the authority to authorize transfers within the program budget so the amount expended for any purpose shall not exceed the amount authorized by the budget by 10 percent and such transfers are in accordance with Grantor regulations; and, be it
 
Further Resolved, That the Mayor's Office, on behalf of the City, is authorized to enter into subcontracts as detailed in the program budget and in accordance with City purchasing procedures and Grant and Aid Guidelines for awarding such contracts.
