Substitute resolution relating to the funding allocation formula for the City of Milwaukee's combined community development entitlement programs for the years 1999 and 2000 from the U.S. Department of Housing and Urban Development (HUD).
ANLS:
This resolution establishes the distribution and allocation of funding for community development activity in the City of Milwaukee for 1999 and 2000. It authorizes and directs the Community Block Grant Administration to proceed with the creation of a 1999 and a 2000 Annual Action Plan for submission to HUD.
 
 
BODY:
Whereas, CCFN 970385 directed that the City Strategic Plan and Neighborhood Strategic Plans are to be used to replace the Funding Allocation Plan as a guide for establishing and prioritizing community development activity goals; and
 
Whereas, The Community Block Grant Administration (CBGA), submitted and had approved by HUD the City of Milwaukee's Revised Consolidated Plan in 1998 which included funding actions prioritized by neighborhood stakeholders in accordance with each neighborhood's strategic Plan; and
 
Whereas, The neighborhood strategic plans, approved by HUD, prescribe goals and activities for specific neighborhoods through the end of the year 2000; and
 
Whereas, The Community Development Policy Committee, after hearing public testimony, directly and through its Select Committee on funding allocation, has recommended funding community development activity for seventeen neighborhoods and other related City community development objectives, and has endorsed them as funding formulas for 1999 and 2000; and
 
Whereas, The City of Milwaukee appears to be eligible for combined community development entitlement funding for 1999 estimated at $30,396,024 and a like amount of the year 2000; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, That combined community development funding of $6,371,024 be allocated and distributed annually in 1999 and 2000 to the seventeen (17) Neighborhood Strategic Planning Areas (NSP)in the amounts as follows:

Further Resolved, That combined community development entitlement funding in the amount of $4,395,000(CDBG) and $570,000(ESG)be allocated among the following five categories for Mandated / Essential Services:
 
Fair Housing Accessible Rehabilitation Code Enforcement Shelters/Domestic Abuse Vacant/Blighted Real Estate; and, be it
 
Further Resolved, That combined community development entitlement funding be allocated for City Strategic Objectives in the amounts of $732,000 (CDBG); and, be it
 
Further Resolved, That combined community development entitlement funding in the amount of $6,800,000 (CDBG) and $7,200,000 (HOME) be allocated for Housing Development and Improvement activities for distribution among 17 NSP areas and Targeted Investment Neighborhoods as approved by the Community Development Policy Committee without further action by the Common Council; and be it
 
Further Resolved, That combined community development entitlement funding in the amount of $2,540,000 be allocated for Administration; and, be it
 
Further Resolved, That combined community development entitlement funding in the amount of $363,000 be allocated for Housing Opportunities for Persons with Aids; and be it
 
Further Resolved, That combined community development entitlement funding be allocated for Large Impact Developments in the amounts of $1,250,000 (CDBG); and be it
 
Further Resolved, That combined community development entitlement funding in the amount of $175,000 (CDBG) be reserved for the achievement of HUD-eligible objectives in areas outside of seventeen NSP areas (non-NSP targeted areas), as approved by the Community Development Policy Committee and forwarded to the full Common Council for approval; and, be it
 
Further Resolved, That the details of the distribution of funds as described in the Allocation of 1999 CBGA Funding by Planning Area be attached as Exhibit A; and, be it
 
Further Resolved, That the Community Block Grant Administration is hereby authorized and directed to prepare requests for proposals for vendors and service providers and prepare recommendations for review by the Community Development Policy Committee; and, be it
 
Further Resolved, That in preparing the requests for proposals authorized in the preceding paragraph, CBGA is authorized and directed to review and consider the recommendations of the NSP citizens and to prepare requests for proposals which standardize the goals, activities and results consistent with the funding allocation formula and HUD-approved strategic plans for the seventeen NSP areas, for housing opportunities for persons with Aids, for mandated/essential services, for city strategic objectives, for housing development and improvement activities, for administration and for non-NSP targeted area activity to be approved by the Community Development Policy Committee without further approval of the Common Council; and, be it Further Resolved, That the Community Block Grant Administration is hereby authorized and directed to prepare separate resolutions for review and approval by the Common Council specifying vendors, service providers and funding awards for each of the seventeen NSP areas, Housing Opportunities for Persons with Aids, Mandated/Essential Services, City Strategic Objectives, Administration and non-NSP targeted area activity consistent with the funding amounts authorized above; and be it
 
Further Resolved, That the Community Block Grant Administration is hereby authorized to prepare and submit the year 1999 and 2000 Annual Action Plans for combined community development funding to the United States Department of Housing and Urban Development (HUD) in accordance with the City's Strategic Plan and the Neighborhood Strategic Plans approved by HUD and by the Community Development Policy Committee; and, be it
 
Further Resolved, That the Annual Action Plans and funding amounts awarded to vendors and service providers be approved by the Community Development Policy Committee and forwarded to the Common Council for review and approval prior to its final submission to HUD; and be it
 
Further Resolved, That the authorization for the funding listed in this resolution is subject to the availability of 1999 and 2000 community development funding and the release of funds for this purpose by the Department of Housing and Urban Development.
