Title
Substitute ordinance to further amend the 2003 offices and positions in the City Service under control of the Common Council.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows:
Under "Department of Administration, Business Operations Division, Reproduction Section", add two positions of "Duplicating Technician"; under "Auxiliary Personnel", add one position of "Offset Press Operator II."
Under "City Attorney, Administrative Division" delete one position of "Legal Office Assistant IV" and add one position of "Administrative Specialist-Senior."
Under "Common Council-City Clerk, Community Services Section", delete footnote designation "(B)" after the title "Community Services Coordinator (X)(B)"; under "Auxiliary Positions" add two positions of "Legislative Assistant"; under "Legislative Reference Bureau Division, "Legislative Reference Section", delete one position of "Legislative-Fiscal Analyst" and add one position of "Legislative Fiscal Analyst-Lead"; under "Fiscal Review" delete one position of "Legislative-Fiscal Analyst" and add one position of "Legislative Fiscal analyst-Lead."
Under "Department of City Development, Rent Assistant Program – Section 8 Housing" add footnote "(Y)" designation to one position of "Rent Assistance Specialist III (B)."
Under "Department of Employee Relations, Administration Division, Labor Relations Section", delete one position of "Labor Relations Representative-Senior" and add one position of "Labor Relations Analyst-Senior" and delete footnote "(B)" after the title "Labor Relations Officer" and delete footnote "(B)" in its entirety; under "Certification & Pay Services Section", delete one position of "Office Assistant III"; Under "Employee Benefits Division", delete one position of "Employee Benefits Manager (Y)", "Unemployment Compensation Specialist", one position of "Benefits Specialist" and one position of "Program Assistant I" and add one position of "Employee Benefits Director (Y)", "Employee Benefits Analyst-Senior", one position of "Employee Benefits Analyst" and one position of "Administrative Services Assistant"; Under "Worker's Compensation Section", delete one position of "Worker's Compensation and Safety Administrator(Y)" and one position of "Program Assistant I" and add one position of "worker's Compensation and Safety Manager(Y)" and one position of "Administrative Services Assistant"; under "Operations Division, Staffing & Classification Section", add one position of "Personnel Clerk" and delete footnote "A" from the title of "Employment Administrator" and delete footnote "A" in its entirety; under "Outreach/Diversity/Research Section", delete one position of "Public Relations Officer (X)(Y)" and add one position of "Community Relations Officer (X)(Y)."
Under "Fire Department, Firefighting Division Decision Unit", add one position of "Administrative Fire Lieutenant", two positions of "Fire Captain", four positions of "Fire Lieutenant", six positions of "Heavy Equipment Operator" and delete one position of "Administrative Lieutenant", two positions of "Fire Captain (0.5 FTE)", four positions of "Fire Lieutenant (0.5 FTE)" and six positions of "Heavy Equipment Operator (0.5 FTE)"; under "Supporting Services Decision Unit" add one position of "Deputy Chief Fire" and delete one position of "Fire Budget & Finance Manager"; under "Paramedic Service" delete three positions of "Administrative Captain and add three positions of "Administrative Captain-EMS."
Under "Health Department", add footnote "(X)" designation to one position of "Health Communications Officer (Y)"; under "Administration Division", add footnote designation "(Y)" to one position of "Compliance Analyst" and one position of "Administrative Specialist – Senior"; under "Vital Statistics Division", delete one position of "Research Analyst-Senior" and add one position of "Vital Statistics Supervisor"; under "Immunization Action Plan Grant (DD)", add one position of "Health Access Interpreter (DD)(X)" and amend footnote "(DD)" as follows: "To expire 12/31/02 unless the Immunization Action Plan Grant, available from the State of Wisconsin Division of Health and Family Services, is extended. Also funds .5 FTE of a Public Health Nurse position"; under "Maternal and Child Health Division, Racial and Ethnic Disparities in Immunization Initiative (YY)", delete one position of "Project Manager (X)(YY)" and add one position of "Health Project Coordinator (READII)(X)(YY)"; under "Tobacco Control Community Coalition II Grant (T)", delete one position of Tobacco Control Project Manager (T)(X)", and add one position of "Tobacco Control Program Coordinator (T)(X)"; under "Milwaukee Breast Cancer Awareness Program", delete one position of "X-Ray Technician III (X)(JJ)" and one position of "X-Ray Technician III (X)(JJ)(NN) and amend footnote "(JJ) as follows: "To expire 09/30/03 unless the Breast and Cervical Cancer Screening Grant, available from the State of Wisconsin Division of Health and Family Services, is extended"; under Childhood Lead Poisoning Prevention Program (W)", delete one position of "Public Health Nurse (X)(G)(W)" and add one position of "Program Assistant II (W)" and add footnote "X" to one position of "Environmental Health Field Supervisor (W)(Y)"; under "Disease Control and Prevention Division" add the title "West Nile Virus Surveillance Grant (VV)" and add one position of "Nuisance Control Officer .5 FTE (X)(VV)" and one position of "Nuisance Control Officer .2 FTE (X)(VV)" and amend footnote "(VV)" as follows: "To expire 06/30/03 unless the West Nile Virus Surveillance Grant is extended. .5 FTE of the Environmental Hygenist position funded by the Urban Air Toxics Grant"; under "Home Environmental Health Division, Fight Asthma Milwaukee Allies Grant (RR)", delete one position of "Care Coordinator (RR)" and add one position of "Health Project Coordinator (Asthma)(RR)"; delete footnote "(FF)" in its entirety."
Under "Milwaukee Public Library, Technical Services Bureau", add footnote "(Y)" designation to one position of "Management Librarian"; under "Automation Section", add footnote "(Y)" designation to one position of "Network Manager"; under "Neighborhood Library & Extension Services Decision Unit, Neighborhood Library & Extension Services Pool", add one position of "Library Circulation Assistant I" and delete one position of "Library Circulation Aide (0.56 FTE)."

Under "City Treasurer, Administration Division, Administrative Services and Information Systems Support", delete one position of "Administrative Services Coordinator" and add one position of "Program Assistant II."
Part 2. Section 1 of ordinance File Number 020487 relative to offices and positions in the City Service is hereby amended as follows (Effective January 1, 2003):
Under "Police Department, Criminal Investigation Bureau, Sensitive Crimes Division", add one position of "Administrative Services Specialist (exempt)(A)" and add footnote "(A)" to read as follows: "Judicial Oversight Grant. Position authority to expire 09/30/04 unless the Judicial Oversight funding is extended"; under "Vice Control", delete four positions of "Office Assistant II(N)" and delete footnote "(N)" in its entirety."
Part 3. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 4. The provisions of Part 1 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2003 (December 22, 2002).
The provisions of Part 2 of this ordinance are deemed to be in force and effect after January 1, 2003.
Part 5. This ordinance will take effect and be in force from and after its passage and publication.
