Analysis
This resolution authorizes the Commissioner of Public Works to enter into a professional services contract with a consultant selected through a Request for Qualifications process for the development of a Request for Proposals for citation processing/collection services and cash management/information services.
Body
Whereas, The current contract for citation processing/collection services and cash management/information services expires on May 4, 2008; and
Whereas, Due to the complexity and diversity of services provided through the contract, the Department of Public Works desires to hire a consultant to assist in the preparation and evaluation of the Request for Proposals (RFP); and
Whereas, The Department of Public Works will issue a Request for Qualifications seeking consultant services to develop a Request for Proposals for citation processing/collection services and cash management/information services to be issued in the second quarter of 2008; and
Whereas, The Request for Qualifications will require information on education, relevant work history and work experience of key personnel responsible for preparing the proposal as well as a detailed scope of services outlining the project approach and a proposed fee schedule not to exceed $80,000; and
Whereas, The Department of Public Works desires to enter into a contract with a consultant that: (1) has experience in preparing similar Request for Proposals as requested by the City of Milwaukee and/or experience in preparing Request for Proposals and providing management consulting services for municipal parking operations and/or or local and state governments; (2) has the ability to meet the time frame for developing, issuing and evaluating the Request for Proposals; and (3) proposes a competitive fee schedule; and
Whereas, According to the Department of Public Works contracting procedures, the Common Council must approve a resolution authorizing the Commissioner of Public Works to enter into a professional services contract if it is anticipated that the contract will exceed $25,000; and
Whereas, The Department of Public Works will issue a Request for Qualifications seeking consultant services to develop a Request for Proposals for citation processing/collection services and cash management/information services to be issued in the second quarter of 2008; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the Commissioner of Public Works to enter into a professional services contract with a consultant selected for the development of a Request for Proposals for citation processing/collection services and cash management/information services; and, be it
Further Resolved, That the RFP shall include references to the final report of the Outstanding Debt Task Force dated December 2005, and its recommendations.
