Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement for the improvement of North 12th Street from West Wells Street to West Highland Boulevard with 80% Federal/State aid.  This project was originally programmed to be done in 2002 but was delayed due to WE Energies steam facilities conflicts associated with the planned Marquette Interchange project.  The project will now be done by WISDOT in late 2003 or 2004 as part of the Interchange contracts.  This resolution also directs the City Comptroller to transfer the construction funds approved under Common Council Resolution File Number 010898, adopted November 27, 2001 to newly created accounts for the project.
Body
Whereas, Common Council Resolution File Number 010898, adopted November 27, 2001, approved the improvement of North 12th Street between West Wisconsin Avenue and West Highland Boulevard as a Federal/State aid project and authorized the transfer of construction funds; and
 
Whereas, The Wisconsin Department of Transportation (WISDOT) let a contract in the Spring of 2002 to undertake the improvement in 2002; and
 
Whereas, After WISDOT let the construction contract, they informed us that WE Energies needed to install a new replacement steam line in North 12th Street between West Wells Street and West Highland Boulevard as part of the WISDOT reconstruction of the Marquette Interchange and that the steam line could not be installed before mid 2003; and
 
Whereas, City staff suggested delaying the construction work on this segment of North 12th Street to allow the steam work to proceed if WISDOT would include the North 12th Street work in their Marquette Interchange work at the same 80% cost participation; and
 
Whereas, WISDOT has agreed and have submitted a new Project Agreement for North 12th Street for execution to the City; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is hereby authorized and directed to execute a Project Agreement with the WISDOT for the construction work on North 12th Street between West Wells Street and West Highland Boulevard with 80% Federal/State Aid, a copy of which is attached to Common Council Resolution File Number 021546, and is incorporated in this resolution by reference as though set forth in full; and, be it
 
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for the project (Expenditure) and transfer initially from ST32000610 to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:
