Analysis

This resolution directs the departments of Public Works and City Development to cease all work on, and participation in, the Milwaukee Downtown Transit Connector Study.

Body

Whereas, On April 14, 2000, the Wisconsin Center District announced that it, in cooperation with the Metropolitan Milwaukee Association of Commerce, the City of Milwaukee and Milwaukee County, had received a federal grant to conduct a Downtown Transit Connector Study; and

 

Whereas, The stated purpose of the Study was to “examine the feasibility of developing a downtown transit system that will connect major destinations and attractions in the downtown area and encourage more people to work, shop, live and visit downtown Milwaukee”; and

 

Whereas, It was anticipated that this Study would require 16 months to complete; and

 

Whereas, The Downtown Transit Connector Study has now been underway for 52 months, but has yet not produced a locally preferred alternative; and

 

Whereas, The Study Advisory Committees have not met for over three years; and

 

Whereas, The Study's Web site has not been updated for over three years; and

 

Whereas, The Study consultants have not issued any written deliverables or reports to any members of the Advisory Committees or members of the Common Council since June, 2000; and

 

Whereas, No public hearings or public meetings relating to the Study have been held for over three years; and

 

Whereas, Since April, 2000, City of Milwaukee employees have devoted hundreds of labor hours to the Downtown Transit Connector Study project; and

 

Whereas, Several City departments, including the departments of City Development and Public Works, have experienced staff reductions since the inception of the Study in April, 2000; and

 

Whereas, The time and expertise of employees of the downsized departments of City Development and Public Works are required to perform the core functions of these departments; and

 

Whereas, Continued work by City employees on the Downtown Transit Connector Study constitutes a diversion of scarce public resources from these core functions; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the departments of Public Works and City Development are directed to cease all work on, and participation in, the Downtown Transit Connector Study.
