Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable.  After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council.  The City cost for engineering these projects is estimated to be $380,000 with the total cost estimated to be $16,709,000.
Body
Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
 
2nd and 7th Aldermanic Districts
 
Area bounded by W. Capitol Dr., W. Congress St., N. Sherman Blvd., and N. 51st St. (#11) (SM494120202):  Sanitary sewer lining.  (Infiltration/Inflow Reduction Fund -- $20,000).  The total estimated cost for this project including the requested amount is $500,000.  This project is anticipated to be completed during the 2012 construction season.
 
Area bounded by N. 51st St., N. 60th St., W. Keefe Ave., and W. Capitol Dr. (#10) (SM494120203):  Sanitary sewer lining.  (Infiltration/Inflow Reduction Fund -- $15,000).  The total estimated cost for this project including the requested amount is $6,363,000.  This project is anticipated to be completed during the 2012 construction season.

Area bounded by W. Congress St., W. Melvina St., N. 60th St., and N. 65th St. (#8) (SM494120205):  Sanitary sewer lining.  (Infiltration/Inflow Reduction Fund -- $15,000).  The total estimated cost for this project including the requested amount is $904,000.  This project is anticipated to be completed during the 2012 construction season.

Farwell Ave. (SM495120301):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $137,000.  This project is anticipated to be completed during the 2012 construction season.

McKinley Ave. - N. 19th St. to N. 21st St. (SM495120012):  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $162,000.  This project is anticipated to be completed during the 2012 construction season.
 
Area bounded by W. Wells St., W. Clybourn St., N. 15th St., and N. 17th St. (SM495120007):  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $20,000).  The total estimated cost for this project including the requested amount is $2,322,000.  This project is anticipated to be completed during the 2012 construction season.
 
N. 33rd St. - W. Galena St. to W. Cherry St. (SM495120004):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $125,000.  This project is anticipated to be completed during the 2012 construction season.

Burleigh St. (#9) (SM494120201):  Sanitary sewer lining.  (Infiltration/Inflow Reduction Fund -- $15,000).  The total estimated cost for this project including the requested amount is $977,000.  This project is anticipated to be completed during the 2012 construction season.

Mineral St. (SM495120016):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $447,000.  This project is anticipated to be completed during the 2012 construction season.
 
S. 28th St. - W. Forest Home Ave. to W. Hayes Ave. (SM495120014):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $96,000.  This project is anticipated to be completed during the 2012 construction season.
 
S. 32nd St. - W. Lapham St. to W. Mitchell St. (SM495120005):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $138,000.  This project is anticipated to be completed during the 2012 construction season.

Rosedale Ave. (SM495120010):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $54,000.  This project is anticipated to be completed during the 2012 construction season.
 
15th Aldermanic District
 
W. Center St. - W. Fond du Lac Ave. to N. 35th St., and W. Townsend St. - W. Hopkins St. to N. 35th St. (ST211120186):  (Hot in place asphalt project).  Paving the roadway with asphalt.  Laying a concrete curb and gutter.  Laying concrete sidewalk.  Doing all the necessary grading pertaining to said work.  The total estimated cost for this project is $350,000.  This project is anticipated to be completed during the 2012 construction season.
 
W. Clarke St. - N. 17th St. to N. 20th St. (SM495120009):  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $15,000).  The total estimated cost for this project including the requested amount is $410,000.  This project is anticipated to be completed during the 2012 construction season.
 
N. 37th St. - W. State St. to W. Highland Blvd. (SM495120002):  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $10,000).  The total estimated cost for this project including the requested amount is $30,000.  This project is anticipated to be completed during the 2012 construction season.
 
Various Aldermanic Districts
 
Upgrade the existing Pavement Management Administration System (PMA) to include engineering and software additions.  (Nonassessable Reconstruction Paving Fund -- $20,000, Additional Funds).  The City Comptroller is authorized and directed to transfer $20,000 from the Major Street Improvement parent account 0333-ST320120000, to an expenditure account previously created within the Capital Improvement Fund-Grant and Aid Projects (ST30581901) for the PMA.  The total estimated cost for this project is $20,000.  This project is anticipated to be completed in 2012.
 
2012 Sanitary Manhole Rehabilitation. (SM494120102):  City wide.  (Infiltration/Inflow Reduction Fund -- $25,000).  The total estimated cost for this project including the requested amount is $800,000.  This project is anticipated to be completed during the 2012 construction season.
 
2012 Sanitary Manhole Inspection project.  (SM494120101):  City wide.  (Infiltration/Inflow Reduction Fund -- $5,000).  The total estimated cost for this project including the requested amount is $95,000.  This project is anticipated to be completed during the 2012 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
 
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
 
Further Resolved, That the City Comptroller is authorized and directed to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
