Substitute resolution authorizing the Director of Employee Relations to enter into contracts to retain outside consultants and authorizing payment of such contracts from the services account of the Department of Employee Relations and Special Purpose Accounts.

This substitute resolution authorizes the Director of Employee Relations to enter into contracts to retain outside consultants and authorizing payment of such contracts from the services account of the Department of Employee Relations and from Special Purpose Accounts. This resolution establishes safeguards in the requirement that the Director of Employee Relations act in consultation with the Chairman of the Finance and Personnel Committee in entering into the contracts.

BODY:

Whereas, The Director of Employee Relations often finds it necessary to retain the services of outside consultants; and

 

Whereas, All of the City's employee benefit contracts, including health insurance, prepaid dental insurance, fee-for-service dental insurance, flexible spending accounts, preferred provider network discount, utilization review services and administration of the City's self-funded Basic Health Plan, will expire on December 31, 1998; and

 

Whereas, the Division of Employee Benefits has advised that it will require the assistance of outside consultants in connection with requests for proposals for such benefit plans; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Director of Employee Relations be and hereby is authorized to enter into contracts to retain outside consultants to assist with the City's requests for proposals and contract administration of its various employee benefit plans, and the City Comptroller be and hereby is authorized and directed to authorize payment of such contracts, in a total amount not to exceed $60,000.00, from amounts available in departmental services accounts and Special Purpose Account 01-026-8025; and, be it

 

Further Resolved, that the specific contracts to evaluate the requests for proposals are not to exceed the following amounts:

 

Self-funded Basic Health Plan          $15,000

Health Maintenance Organizations    10,000

Utilization Review                                 5,000

Preferred Provider Network                  5,000

Fee-for-Service Dental                       10,000

Flexible Spending Accounts               15,000

 (medical and dependent care)
