Title

A substitute ordinance to further amend the 2019 rates of pay of offices and positions in the City Service.

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Department of Administration - Budget and Management Division, Assessor’s Office, Common Council - City Clerk, Department of City Development, Department of Employee Relations, Fire Department, Health Department, Library, Department of Neighborhood Services, Department of Public Works - Infrastructure Services Division, Department of Public Works - Water Works

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1AX, delete the title of “Health Project Coordinator - DADS” and add the title of “Health Project Supervisor - DADS”.

 

Under Pay Range 1DX, add footnote designation “(10)” to the title “Consumer Environmental Health Supervisor (4)” and add footnote designations “(2)” and “(8)” to the title “Fleet Repair Supervisor (6) (12)”.

 

Under Pay Range 1EX, delete the title “Library Facilities Manager” and add the title “Doula Program Manager (9) (24)”.

 

Under Pay Range 1FX, delete the title “Communicable and Infectious Disease Program Manager”.

 

Under Pay Range 1GX:

Delete footnote designations “(2)” and “(13)” from and add footnote designations “(9)” and “(20)” to the title “Health Data and Evaluation Director (2) (11) (13) (22)” and add the title “Sexual and Reproductive Health Program Manager (9) (20)”.

 

Under Pay Range 1HX, delete the title: “Bridge Maintenance Manger”, add the title “Finance and Administration Manager (1) (5)”, add footnote designation “(5)” to the title “Legislative Reference Bureau Manager”, and add footnote “(5)” to read as follows:

 

“(5)  Recruitment is at $3,230.77 biweekly, $84,000.02 annually.”

 

Under Pay Range 1IX, add the title “Bridge Maintenance Manager”, delete the title “Water Plants Operation Manager”, and add the title “Water Plants Operations Manager”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 1DX, delete the titles of “WIC Program Manager” and “Public Health Emergency Response Planning Coordinator”.

 

Under Pay Range 1EX, delete the title “Empowering Families of Milwaukee Program Manager” and add the title “WIC Program Manager”.

 

Under Pay Range 1FX, add the title “Empowering Families of Milwaukee Program Manager (9)” and add footnote “(9)” to read:

 

“(9) Recruitment is at $2,625.92 biweekly, $68,273.92 annually.”

 

Under Pay Range 1GX, add the title “Health Strategy Director (2)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2019 - July 28, 2019):

 

Under Pay Range 1JX, add the title “Assessment Appeals Director (1) (4)”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2CN, add footnote designations “(5)” and “(12)” to the title of Disease Intervention Specialist Coordinator”.

 

Under Pay Range 2FX, delete the titles “Certification and Communication Coordinator” and “Claims Adjuster Specialist”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 2EN, add the title “Community Outreach Specialist (14)”, add the title “Lactation Counselor (14)”, and add footnote “(14)” to read as follows:

 

“(14) Recruitment is at $2,040.15 biweekly, $53,043.90 annual”

 

Under Pay Range 2FX, delete the title of “Emergency Preparedness Coordinator - Workforce Development”.

 

Under Pay Range 2GX, delete the title “Compliance Analyst”.

 

Under Pay Range 2HX, add the title of “Public Health Emergency Response Planning Coordinator”.

 

Under Pay Range 2IX, delete the title “Substance Abuse Prevention and Control Program Manager” and add the title “Public Health Strategist”.

 

Part 6.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2019 - August 25, 2019):

 

Under Pay Range 2LX, add the title “Capital and Debt Specialist”.

 

Part 7.  Part 1, Section 3 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 3LN, replace the sentence “Recruitment is at the minimum of the following range.” with the sentence “Recruitment is at the minimum of the following range and may be up to the second step in the range.” within footnotes “(5)” and “(11)”.

 

Under Pay Range 3SN, delete the title “Facilities Control Specialist (1) (2)” and delete footnotes “(1)” and “(2)” in their entirety.

 

Part 8.  Part 1, Section 5 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 5FN, add the title “Health Access Assistant (2)”.

 

Part 9.  Part 1, Section 6 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 6EN, delete the title “Health Access Assistant I”.

 

Under Pay Range 6FN, delete the title “Health Access Assistant II”.

 

Part 10.  Part 1, Section 7 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 7DN, delete footnote designations “(1)” and “(7)” from the title “Fire Equipment Repairer I (1) (3) (6) (7) (9) (12)” and renumber footnotes and footnote designations as necessary.

 

Under Pay Range 7HN, replace the sentence “Employees to be paid in the following range:” with   “Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based on experience and credentials with the approval of DER:” for footnotes “(4)” and “(15)”.

 

Under Pay Range 7JN, delete the title “Machine Repairperson” and add footnote designation “(14)” to the title “Automotive Body Repair/Painting Technician (7)”.

 

Under Pay Rage 7QN, add the title “HVAC Control Technician (7) (14)”, enumber footnotes as necessary, and add footnotes “(7)” and “(14)” to read as follows:

 

 “(7) Employees to be paid in the following range. Recruitment may be at any rate in the pay range based on experience and credentials with the approval of DER:

Under Pay Range 8DN, delete footnotes “(12)” and “(25)” and replace with the following:

Under Pay Range 8LN, correct footnote numbering for footnotes associated with the Resident Wage Incentive Range.

 

Part 12.  Part 2, Section 5 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Part II, Section 5-G-3b, delete the letter “d” from the word “fired” in the second sentence of the paragraph.

 

Part .  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 13.  The provisions of Parts 2, 5, 8, and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).

 

Part 14.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2019 (July 28, 2019).

 

Part 15.  The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2019 (August 25, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part .  This ordinance will take effect and be in force from and after its passage and publication.
