This substitute resolution approves receipt of a grant from the State of Wisconsin to make energy efficient improvements to homes in selected neighborhoods. The funds will be administered by NIDC working in cooperation with the UWM School of Architecture and Urban Planning and OIC.
BODY:
Whereas, On June 23, 1998, the Wisconsin State Legislative's Joint Committee on Finance approved the 1998 Oil Overcharge Plan recommended by Governor Thompson; and
 
Whereas, The City of Milwaukee ("City") has an ongoing neighborhood revitalization program to strengthen property values and increase owner-occupancy, i.e., the Targeted Investment Neighborhood ("TIN") Program; and
 
Whereas, Common Council File No. 971303, adopted January 9, 1998, authorized the execution of a Management Agreement between the City and the Neighborhood Improvement Development Corporation ("NIDC") to further the preservation and revitalization of Milwaukee neighborhoods, including the management of the TIN Program; and
 
Whereas, NIDC is collaborating with the University of Wisconsin-Milwaukee School of Architecture and Urban Planning ("SARUP") to develop new construction designs that meet higher energy efficient standards; and
 
Whereas, As part of the 1998 Oil Overcharge Plan, the State of Wisconsin's Joint Finance Committee approved a grant of $175,000 to the City for the purpose of providing low interest energy efficiency improvements; and
 
Whereas, The City's ongoing neighborhood revitalization program has the goal of creating more affordable housing, which includes decreasing energy costs, and the State of Wisconsin's Department of Administration, Division of Energy and Intergovernmental Relations has a Rebuild America Program which promotes and assists Rebuild America Partners with technical assistance toward energy efficiency goals; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that application to the State of Wisconsin's Department of Administration, Division of Energy and Intergovernmental Relations is authorized and the City Department of Neighborhood Services ("DNS") shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File No. 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant Parent of the 1999 Special Revenue - Grant and Aid Projects Fund, the following amounts for the program titled Home Energy Efficiency Financing Program:

2. Create the necessary Project and Project Level Values; budget to these project values the amount required under the grant agreement.

Further Resolved, That these funds are budgeted for the DNS which is authorized to:
 
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
 
2. Provide the funds awarded to the City to the NIDC for administrative purposes; and, be it
 
Further Resolved, That the grant funds received from the State of Wisconsin's Department of Administration are deposited in accordance with the applicable Federal guidelines and the procedures established by the City Comptroller; and, be it
 
Further Resolved, That these funds will be used for the activities described in the attached grant agreement; and, be it
 
Further Resolved, That the Management Agreement between the City and NIDC which is under review by the Common Council will be amended to include this new program activity, consistent with the procedure agreed to between the Commissioner of DNS and the City Comptroller; and, be it
 
Further Resolved, That the Common Council of the City of Milwaukee authorizes its neighborhood revitalization program to become a Rebuild America Partner.
