Resolution relative to application, acceptance and funding of the Emergency Preparedness Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Emergency Preparedness Grant Project from the Lynde B. Uihlein Foundation in the amount of $30,000.  The purpose of the project is to oversee center activities for the Center for Emergency Public Health Preparedness related to coordinated emergency response and management of public health emergencies between the Milwaukee Health Department and multiple community partners.
 
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Lynde B. Uihlein Foundation to oversee center activities for the Center for Emergency Public Health Preparedness related to coordinated emergency response and management of public health emergencies between the Milwaukee Health Department and multiple community partners; and
 
Whereas, The operation of this grant project from 01/01/02 to 12/31/02 would cost $30,000 entirely provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the Lynde B. Uihlein Foundation is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1.  Commit funds within the Project/Grant parent account of the 2002 Revenue-Grant and Aid Projects, the following amounts for the project titled Emergency Preparedness Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level Values; budget to these Project/Grant values the amounts required under the grant agreement; and be it
 
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
 
Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it
 
Further Resolved, That the Common Council directs that the 2002 Positions Ordinance C.C. File Number 010468, should be amended as follows:

Add footnotes (UU) and (WW) as follows:
 
(UU) To expire 12/31/02 unless the Emergency Preparedness Grant is extended.  The Environmental Capacity Grant also funds a portion of the Environmental Hygenist position.
 
(WW) To expire 06/30/03 unless the Environmental Capacity Grant is extended. .5 FTE of the Environmental Hygenist position funded by the Emergency Preparedness Grant.
