Title

Substitute ordinance to further amend the 2005 rates of pay of offices and positions in the City Service under control of the Common Council.

 

Analysis

This substitute ordinance makes rates of pay changes to the rates of pay to the following:

Department of City Development, Health Department, Department of Public Works-Water Works and Local 494, IBEW, Electrical Group.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 2 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Salary Grade 004, add the title "Community Outreach Liaison."

 

Under Salary Grade 009, add the title "Water Plant Automation Manager."

 

Part 2. Section 8 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 530, add the title "Communicable Disease Specialist."

 

Under Pay Range 598, add the title "Automated Systems Specialist."

 

Part 3. Section 23 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective June 13, 2005):

 

Under Pay Range 902, add the title "Summer Youth Intern."

 

Under Pay Range 910, add the title "Team Leader."

 

Part 4. Section 25 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2003 - May 25, 2003):

 

Delete the hourly rates of pay shown for pay ranges 974, 975 and 978 and substitute the following in lieu thereof:

 

Pay Range 974

Delete footnote 1 under pay range 974 and substitute in lieu thereof the following:

 

1/  Steps one, two and three of this pay range represent, respectively, 57%, 61% and 66% of the outside prevailing hourly rate for Journeyman Wireman. 

 

Delete footnote 2 under pay range 974 and substitute in lieu thereof the following: 

                                                               

2/  Step four of this pay range represents 71% of the outside prevailing hourly wage for Journeyman Wireman.  Employees in this classification are only eligible for the fourth (4th) step of the pay range upon recommendation of the Electrical Worker Review Committee and approval of the Division Head in which the Electrical worker is employed.

Delete footnote 1 under pay range 978 and substitute in lieu thereof the following:

 

1/  The above rate represents 93% of the outside prevailing hourly wage for Journeyman Wireman.

                                          

Delete footnote 6 under pay range 978 and substitute in lieu thereof the following:

 

6/  An Electrical Mechanic who is regularly assigned to rotating telephone switch maintenance duties shall be paid a premium of one dollar fifty cents ($1.50) per hour for each hour actually worked. 

 

Delete footnote 7 under pay range 978 and substitute in lieu thereof the following:

 

7/  An Electrical Mechanic who is assigned duty as "On-Call Mechanic" shall be paid fifteen dollars ($15) for each weekday (Monday through Friday) and thirty-six dollars ($36) for each weekend day or holiday provided he/she is required to carry a communication device outside his/her regularly scheduled hours of work on such weekdays, weekend days or holidays and provided he/she is available to respond to calls for service during such days.   

 

 

Part 5. Section 25 of ordinance File Number 040458 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2004 - May 23, 2004):

 

Delete the hourly rates of pay shown for pay ranges 974, 975 and 978 and substitute the following in lieu thereof:

Delete the hourly rates of pay shown for pay ranges 974, 975 and 978 and substitute the following in lieu thereof:

Delete the hourly rates of pay shown for pay ranges 974, 975 and 978 and substitute the following in lieu thereof:

Delete footnote 1 under pay range 974 and substitute in lieu thereof the following:

 

1/  Steps one, two and three of this pay range represent, respectively, 59%, 63% and 68% of the outside prevailing hourly rate for Journeyman Wireman. 

 

Delete footnote 2 under pay range 974 and substitute in lieu thereof the following: 

 

2/  Step four of this pay range represents 73% of the outside prevailing hourly wage for Journeyman Wireman.  Employees in this classification are only eligible for the fourth (4th) step of the pay range upon recommendation of the Electrical Worker Review Committee and approval of the Division Head in which the Electrical worker is employed.

Delete footnote 1 under pay range 978 and substitute in lieu thereof the following:

 

1/  The above rate represents 95% of the outside prevailing hourly wage for Journeyman Wireman.

 

Part 8.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 9.  The provisions of Part 4 of this ordinance are deemed to have been in force and effect from and after Pay Period 12, 2003 (May 25, 2003).

 

The provisions of Part 5 of this ordinance are deemed to have been in force and effect from and after Pay Period 12, 2004 (May 23, 2004).

 

The provisions of Part 6 of this ordinance are deemed to have been in force and effect from and after Pay Period 12, 2005 (May 22, 2005).

 

The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after June 13, 2005.

 

The provisions of Part 7 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2006 (January 1, 2006).

 

The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.

 

Part 10.  This ordinance will take effect and be in force from and after its passage and publication.
