Title
A substitute ordinance to further amend the 2025 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration (Community Development Grants Administration, Information and Technology Management Division), Department of Emergency Communications, Health Department, Police Department, Department of Public Works (Operations Division, Water Works)
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 1IX, add footnote designation (7) to the title of “MPD Safety Division Manager”, delete footnotes (9) and (11) in their entirety, and renumber remaining footnotes accordingly.
Part 2. Part 1, Section 1 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2025 - March 2, 2025):
Under Pay Range 1QX, add the title of “Operations Administration Manager”.
Part 3. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2CN, delete the title of “Building Maintenance Supervisor I”.
Under Pay Range 2IN, add footnote designation (1) to the title of “Public Health Nurse 3 (5)”.
Under Pay Range 2JX, delete footnote (4) in its entirety and renumber remaining footnots accordingly.
Under Pay Range 2OX, delete the title of “IT Security and Audit Compliance Analyst (3)”.
Part 4. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2024 - September 29, 2024):
Under Pay Range 2JX, add footnote designation (13) to the title of “Grant Monitor (3)” and add new footnote (13) to read:
(13) Matthew Balistrieri is authorized to be paid at the following rates ($4,673.24/biweekly
wage rate, $121,504.24/annual wage rate) while performing the functions of ARPA Director. This footnote shall terminate upon expiration of ARPA Funding.
Part 5. Part 1, Section 2 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2025 - March 2, 2025):
Under Pay Range 2FN, add the title of “Water Treatment Plant Operator Trainee (4)”.
Under Pay Range 2IN, delete the titles of “Emergency Communications Officer V - Lead (2)”, “Emergency Communications Officer V - Quality Assurance (2)”, and “Emergency Communications Officer V - Training (2)”; delete footnote (2) in its entirety; and renumber remaining footnotes accordingly.
Under Pay Range 2KN, add the title of “Emergency Communications Lead (16)” and add new footnote (16) to read:

Annual 78,703.56
Under Pay Range 2MN, delete the titles of “Emergency Communications Supervisor - Quality Assurance (7)” and “Emergency Communications Supervisor - Training (7)”.
Part 6. Part 1, Section 5 of ordinance File Number 240764 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2025 - March 2, 2025):
Under Pay Range 5CN, delete the title of “Emergency Communications Officer I (1) (3) (4)” and delete footnote (4) in its entirety.
Under Pay Range 5IN, delete the title of “Emergency Communications Officer II (1) (6)”, add the title of “Emergency Communications Officer I (1) (6) (10)”, amend footnote (6) and add new footnote (10) to read:
(6) Incumbents assigned to provide intermittent on-the-job peer training to be paid an additional 5%.
(10) Incumbents in training for a higher Emergency Communications Officer title to receive a 3% incentive.
Under Pay Range 5JN, add the title of “Emergency Communications Officer II (1) (7) (8)” and add new footnotes (7) and (8) to read:
(7) Incumbents assigned to provide intermittent on-the-job peer training to be paid an additional 5%.
(8) Incumbents in training for a higher Emergency Communications Officer title to receive a 3% incentive.
Under Pay Range 5LN, delete footnote designation (1) from and add footnote designation (6) to the title of “Emergency Communications Officer III (1) (2) (3)”; amend footnote (2) and add new footnote (6) to read:
(2) Incumbents assigned to provide intermittent on-the-job peer training to be paid an additional 5%.
(6) Incumbents in training for a higher Emergency Communications Officer title to receive a 3% incentive.
Under Pay Range 5MN, add footnote designation (3) to the title of “Emergency Communications Officer IV (1) (2)”; amend footnote (2) and add new footnote 3 to read:
(2) Incumbents assigned to provide intermittent on-the-job peer training to be paid an additional 5%.
(3) Incumbents in training for a higher Emergency Communications Officer title to receive a 3% incentive.
After Pay Range 5MN, add new Pay Range 5NN to read as follows:

Part 7. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 8. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2024 (September 29, 2024).
Part 9. The provisions of Parts 2, 5, and 6 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2025 (March 2, 2025).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 10. This ordinance will take effect and be in force from and after its passage and publication.
