Title
Substitute resolution relative to acceptance and funding of the Implementing Overdose Prevention Strategies at the Local Level (IOPSLL) Grant from the National Association of County and City Health Officials (NACCHO).
Analysis
This resolution authorizes the Health Department to accept and fund the Implementing Overdose Prevention Strategies at the Local Level (IOPSLL) Grant from the National Association of County and City Health Officials (NACCHO) in the amount of $734,889. The Milwaukee Overdose Response Initiative (MORI) will take a community-wide approach towards addressing the opioid epidemic with this project. MORI is a partnership led by the Milwaukee Health Department (MHD) and includes the Milwaukee Fire Department Mobile Integrated Health (MIH) Program.
The purpose of the project is to decrease overdose fatalities, increase access to evidence-based treatment and decrease emergency department usage.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the National Association of County and City Health Officials to decrease overdose fatalities, increase access to evidence-based treatment and decrease emergency department usage; and
Whereas, The following projects will be covered by this grant: Project Management and Community Outreach in the amount of $257,982; and Mobile Integrated Health Program in the amount of $476,907; and
Whereas, The operation of this grant project from 11/08/19 to 07/31/20 would cost $734,889 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the National Association of County and City Health Officials is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2019 Special Revenue Grant and Aid Project fund, the following amount for the project titled Implementing Overdose Prevention Strategies at the Local Level (IOPSLL):

And to create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted through the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budgets and incur costs consistent with the award date;
2. Expend from the 2019 grant budget for training and out-of town travel for staff;
3. Enter into sub-contracts as detailed in the grant budgets;
4. Expend from the 2019 grant budget for equipment as specified in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2019 Positions Ordinance C.C. File Number 190569, should be amended as follows:
