Minutes note: Ashanti Hamilton - Dept. of Administration Ald. Moore suggested making a requirement that a percentage of CCC members be city residents. Another possibility is a requirement that the Chair be a city resident. Mr. Hamilton is willing to work on this prior to the Council meeting if he can get a sponsor on this file. Add Ald. Title

Substitute resolution amending residency and attendance requirements for membership in the Community Collaborative Commission.

Analysis

This resolution revises the membership criteria for the Community Collaborative Commission by specifying that 3 unexcused absences over the course of one calendar year are grounds for removal from the Commission by a majority vote of the current membership. The resolution further removes the requirement that members from partner organizations be residents of the city of Milwaukee, while specifying that, notwithstanding this exemption, a majority of Commission members must be city residents and the chair of the Commission must also be a city resident.

Body

Whereas, The Community Collaborative Commission was created by Common Council File Number 191106 on April 14, 2020, for the purpose of providing a forum for and to solicit community input regarding law enforcement policies, procedures and practices in Milwaukee, particularly with respect to the treatment of members of minority, LGBTQ, disabled and other historically underserved and underrepresented communities; and

 

Whereas, Common Council File Number 211254 revised the original membership of the Commission; and

 

Whereas, The Commission’s work relies on thoughtful, consistent participation by its membership; and

 

Whereas, Membership in, or employment by, the organizations that are represented on the Commission is not limited to Milwaukee residents; and

 

Whereas, Limiting Commission membership to city residents adds an additional hurdle to participation for member organizations; and

 

Whereas, The City of Milwaukee values the voice of its residents on boards and commissions; and

 

Whereas, The Community Collaborative Commission is a creation of the Common Council with appointments by Common Council President and Mayor; and

 

Whereas, As part of the Commission’s creation, local organizations were identified to represent local resident’s interest concerning community oriented policing; and

 

Whereas, While encouraging participation by member organizations is important, it is essential that a majority of the Commission’s members and the chair remain city residents; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 191106, as amended by Common Council File Number 211254, is further amended by replacing the second and all subsequent “Further Resolved” clauses with the following:

 

Further Resolved, That the membership of the Community Collaborative Commission shall be as follows:

 

1. Three members to be appointed by the President of the Common Council.

2. A member to be appointed by the Mayor.

3. The President of the Milwaukee chapter of the NAACP, or his or her designee.

4. The Director of the African-American Round Table, or his or her designee.

5. One plaintiff of the Collins, et al., v. City of Milwaukee, et al., lawsuit, or plaintiff’s designee, to be appointed by the American Civil Liberties Union of Wisconsin.

6. The Executive Director of the Southside Organizing Center, or his or her designee.

7. The President of Independence First, or his or her designee.

8. The President of Pathfinders, or his or her designee.

9. The Director of The Asha Project, or his or her designee.

10. An officer from a local LGBTQ advocacy organization, appointed by the President of the Common Council, or his or her designee.

11. A member with academic expertise in police-community relations or community engagement, to be appointed by the President of the Common Council. This member shall not have been a City employee or City contractor for two years prior to appointment.

 

; and, be it

 

Further Resolved, That members shall serve at the pleasure of the appointing authority; and, be it

 

Further Resolved, That appointment of members shall not be subject to the approval of the Common Council; and, be it

 

Further Resolved, That 3 unexcused absences by any member over the course of one calendar year shall be grounds for removal from the Commission, subject to a majority vote by a quorum of the current membership; and, be it

 

Further Resolved, A majority of Commission members shall be city of Milwaukee residents; and, be it

 

Further Resolved, Provided the appointment does not conflict with the requirement that a majority of Commission members be city residents, member organizations shall have the option to designate a non-city resident to represent the organization as part of the Commission; and, be it

 

Further Resolved, That should the city resident composition of the Commission fall below a majority, for whatever reason, the Commission may not conduct any business until that majority has been re-established; and, be it

 

Further Resolved, That a Commission chair shall be elected by the members of the Community Collaborative Commission; and, be it

 

Further Resolved, That to be eligible for the position of Commission chair, the member must be a resident of the city of Milwaukee; and, be it

 

Further Resolved, That the Chair shall select from the members of the Community Collaborative Commission two co-chairs to form an Executive Committee.”

 

Further Resolved, That the City Clerk’s Office shall provide staff support for the Community Collaborative Commission.”
