Title

Resolution declaring the former Vector Control building at 1626 West Fond du Lac Avenue and the adjoining parking lot at 1634 West Fond du Lac Avenue surplus to municipal needs, declaring said properties blighted and authorizing conveyance to the Redevelopment Authority of the City of Milwaukee for marketing with the adjoining lot, in the 15th Aldermanic District. (DCD)

Analysis

Adoption of this resolution by a least two-thirds vote of the Common Council of the City of Milwaukee will approve the blight designation and acquisition of said properties by the Redevelopment Authority of the City of Milwaukee according to Section 66.1333, Wisconsin Statutes, and will declare said City-owned properties surplus to municipal needs for marketing with the adjoining property.

Body

Whereas, The Department of Public Works (“DPW”) has notified the Department of City Development (“DCD”) that the former Vector Control building at 1626 West Fond du Lac Avenue and the adjoining parking lot at 1634 West Fond du Lac Avenue are no longer needed for office space and warehousing; and

 

Whereas, The City Plan Commission has determined that no other municipal need exists for the properties; and

 

Whereas, Said properties adjoin the vacant lot at 1620 West Fond du Lac Avenue that is owned by the Redevelopment Authority of the City of Milwaukee (“Authority”) and the three properties are suitable for assemblage and marketing for redevelopment according to certain Redevelopment Criteria, a copy of which is attached to this Common Council File; and

 

Whereas, In order for the Authority to acquire the City properties, the Authority must hold a public hearing and declare the properties blighted pursuant to Section 66.1333, Wisconsin Statutes; and

 

Whereas, The Authority held a public hearing on November 18, 2004, after which it determined the properties met the statutory definition of blight and requested Common Council approval of the blight designation and authorization to transfer the properties to the Authority; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the former Vector Control building at 1626 West Fond du Lac Avenue and the adjoining parking lot at 1634 West Fond du Lac Avenue are declared surplus to municipal needs; and, be it

 

Further Resolved, That the City-owned properties at 1626 and 1634 West Fond du Lac Avenue are determined to be blighted pursuant to Section 66.1333, Wisconsin Statutes, and the Commissioner of the Department of City Development, or designee, is authorized to transfer the properties to the Authority without monetary consideration; and, be it

 

Further Resolved, That the Authority is requested to market the assembled site according to the Redevelopment Criteria and present a Land Disposition Report to the Common Council for approval at such time as a buyer is selected; and, be it

 

Further Resolved, That the sale proceeds, less marketing and sale expenses and a 20 percent disposition cost reimbursement paid to the Authority, shall be returned to the Department of Public Works fund.
