Title
Resolution relating to acceptance and funding of a 2025 Wisconsin Department of Transportation Bureau of Transportation Safety Pedestrian and Bicycle Safety Enforcement grant.
Analysis
This resolution authorizes the Milwaukee Police Department to accept and fund a 2025 Pedestrian and Bicycle Safety Enforcement grant from the Wisconsin Department of Transportation Bureau of Transportation Safety in the amount of $31,050 with a city in-kind share of $6,210 and a grantor share of $24,840. The purpose of the grant is to decrease the number of pedestrian and bicycle crashes, deaths, and injuries. The MPD will conduct pedestrian and bicycle safety enforcement in high traffic areas of the city with frequent pedestrian and bicyclist activity.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Transportation Bureau of Transportation Safety to conduct a high visibility enforcement campaign targeting pedestrian and bicycle safety enforcement; and
Whereas, The operation of this grant from 10/1/2024 to 9/30/2025 would cost $31,05 of which, $6,210 (20%) would be provided by the city and $24,840 (80%) would be provided by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2024 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2025 Pedestrian and Bicycle Safety Enforcement Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant
budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each
specific purpose does not exceed the amount authorized by the budget by 10 percent.
