- Analysis -

 

This resolution authorizes and directs the Commissioner of Public Works to execute a Project Agreement with the Wisconsin Department of Transportation for the programming and construction of a bicycle trail on the abandoned Union Pacific Railroad Company right-of-way between South 6th Street at West Rosedale Avenue and East Washington Street, along the Kinnickinnic River. The project includes a bridge to cross over South Chase Avenue. The project will be funded primarily with federal funds from the Congestion Mitigation and Air Quality program.

 

 

BODY:

Whereas, The City of Milwaukee has actively promoted the expansion of the off-road bicycle trail system; and

 

Whereas, The abandoned Union Pacific Railroad Company right-of-way between South 6th Street at West Rosedale Avenue and East Washington Street has been identified as an ideal location for an off-road bicycle trail; and

 

Whereas, Currently the City of Milwaukee has exclusive rights to negotiate with the Union Pacific Railroad Company for the acquisition of this right-of-way; and

 

Whereas, The City of Milwaukee applied for Congestion Mitigation and Air Quality (CMAQ) funds to construct this bicycle trail; and

 

Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming and construction of the project with federal aid under the CMAQ program; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the Project Agreement for the programming and construction of a bicycle trail on the abandoned Union Pacific Railroad Company right-of-way between South 6th Street at West Rosedale Avenue and East Washington Street, along the Kinnickinnic River, a copy of which is attached to Common Council Resolution File Number 000019, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above-mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

and, be it

 

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the local share of costs of the project.
