Title:

Substitute resolution relative to application, acceptance and funding of a grant from Safe & Sound, Inc. to provide data analysis and evaluation services (Dept of Administration). 

 

Analysis:

This file would authorize the Department of Administration's Information Technology Management Division (ITMD) to accept funding to perform evaluation services for Safe & Sound, Inc.  ITMD would utilize staff and information resources from the COMPASS project to perform the evaluation services required by Safe & Sound. 

 

Body:

Whereas, Safe & Sound is a community based anti-crime initiative whose main goal is to reduce crime via a 3-prong approach which includes Youth Development, Neighborhood Organizing, and Tough Law Enforcement; and

 

Whereas, Safe & Sound intends to contract for evaluation of the effectiveness of its programs, including an assessment of crime trends in areas served by Safe & Sound Safe Places; and

 

Whereas, The Milwaukee COMPASS Initiative, staffed by geographic information systems (GIS) personnel in the City of Milwaukee's Department of Administration - Information Technology Management Division (ITMD), seeks to support non-profit as well as government agencies in their empirical analysis of crime and other data regarding Milwaukee's neighborhoods; and

 

Whereas, Additional grant funding will sustain the COMPASS initiative beyond the federal grant period (12/31/2002); and

 

Whereas, The provision of ITMD/COMPASS staff providing spatial analysis services to Safe & Sound for 2002 would cost $33,090, with a grantor share of $24,500 and a city (in-kind) share of $8,590; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to Safe & Sound, Inc. is authorized and the Department of Administration shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843; and, be it

 

Further Resolved, That the City Comptroller is authorized to: 

 

1.                     Commit funds with the Project/Grant Parent of the 2002 Special Revenue-Grant and Aid Projects the following amount for the program titled: "Safe & Sound Evaluation":

2.                     Create the necessary Grant and Aid Project/Grant and Projet/Grant Levels and budget against these Project/Grant values the amount required under the grant agreement ($24,500);

Further Resolved, That these funds are budgeted to the Department of Administration-Information Technology Management Division, which is authorized to:

 

Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award dates (1/1/2002 – 3/31/2002).
