Title

A substitute ordinance to further amend the 2019 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

Employes’ Retirement System, Fire Department, Health Department, Department of Public Works - Operations Division

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 1FX, add footnote designations “(4)” and “(13)” to the title of “Fleet Repair Supervisor - Senior”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 1EX, delete footnote designations “(10)” and “(25)” and add footnote designations “(14)” and “(28)” to the title of “Fire Fleet and Equipment Manager”; and add footnote designations “(14)” and “(28)” to the title of “Fire Equipment Repairs Manager”.

 

Under Pay Range 1HX, add the title of “Fleet Repairs Manager”.

 

Under Pay Range 1JX, add the title of “ERS - Disability Deputy Director (2)(5)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):

 

Under Pay Range 1AX, delete the title of “Health Project Supervisor - DADS”.

 

Under Pay Range 1DX, add the title of “Health Project Supervisor - DADS (4)(10)”.

 

Part 4.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2DN, replace the title of “Public Health Nurse I (3)(4)(17)(18)” with the title of “Public Health Nurse 1 (3)(4)(17)(18)”.

 

Part 5.  Part 1, Section 2 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 2IX, delete the title of “Fleet Systems Manager (1)” and delete footnote “(1)” in its entirety.

 

Part 6.  Part 1, Section 7 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 7BN, delete the title of “Fire Mechanic Helper” and delete footnote “(1)” in its entirety.

 

Under Pay Range 7DN, delete the title of “Fire Equipment Repairer I” and delete footnotes “(1)” and “(3)” in their entirety.

 

Under Pay Range 7EN, delete the title of “Fire Mechanic I” and delete footnotes “(1)” and “(8)” in their entirety.

 

Under Pay Range 7GN, delete the titles of “Fire Equipment Repairer II” and “Fleet Equipment Service Writer (4)(5)” and delete footnotes “(1)” and “(5)” in their entirety.

 

Under Pay Range 7HN, delete the titles of “Fire Mechanic III”, “Fire Mechanic II”, “Fire Equipment Welder”, “Fire Equipment Machinist”, “Fire Building and Equipment Maintenance Specialist”, and “Fire Equipment Compressed Air Technician”; delete footnotes “(1)”, “(2)”, “(3)”, “(8)”, “(9)”, and “(10)” in their entirety; add the titles “Fire Maintenance Technician (1)” and “Fleet Maintenance Technician (2)”, and add new footnotes “(1)” and “(2)” to read as follows:

 

“(1)                     Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based upon experience and credentials with the approval of DER.  Employees will receive and an additional 3% when performing special assignments. Employees will receive an additional $.60/hour for Compressed Air Technician or Inventory Control Assistant III assignments.

                     Annual                     38,684.62                     55,346.72”

 

“(2)                     Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based upon experience and credentials with the approval of DER.  Employees will receive and an additional 3% incentive for special assignments and 5% incentive for leadwork.

                     Annual                     38,684.62                     55,346.72”

 

Under Pay Range 7JN, delete the titles of “Automotive Body Repair/Painting Technician (7)” and “Fleet Services Welder (7)” and delete footnote “(7)” in its entirety.

 

Under Pay Range 7LN, delete the title of “Vehicle Services Technician (4)” and delete footnote “(4)” in its entirety.

 

Under Pay Range 7NN, add the title of “Fire HVAC Maintenance Technician (1)(4)” and add footnote “(4)” to read as follows:

 

“(4)                     Employees will receive and an additional 5% when performing special assignments.”

 

Under Pay Range 7ON, add the titles of “Fire Mechanic”, “Fire Equipment Welder (4)”, “Fire Equipment Machinist (4)”, “Automotive Body Repair/Painting Technician (6)”, Fleet Services Welder (6)”, and “Vehicle Services Technician (5)”; and add footnotes “(4)”, “(5)”, and “(6)” to read as follows:

 

“(4)                     Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based upon experience and credentials with the approval of DER.  Employees will receive and an additional 5% when performing special assignments.

 

                     Biweekly                     1,966.81                     2,565.46

                     Annual                     51,137.06                     66,701.96”

 

“(5)                     Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based upon experience and credentials with the approval of DER.  Employees will receive and an additional 3% for inspection duties, 5% incentive for field or lead work, and 7% incentive for machinist duties.

“(6)                     Employees to be paid in the following range.  Recruitment may be at any rate in the pay range based upon experience and credentials with the approval of DER.

Part 7.  Part 1, Section 8 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2019 - December 30, 2018):

 

Under Pay Range 8FN, delete the titles of “Tire Repair Worker I”, “Garage Custodian (1)”, “Heavy Equipment Lubricator (4)”, and “Special Fleet Services Laborer (2)”; and delete footnotes “(1)” and “(2)” in their entirety.

 

Under Pay Range 8GN, delete the title of “Tire Repair Worker II (2)”.

 

Under Pay Range 8LN, delete the title of “Tire Repair Worker III.”

 

Part 8.  Part 1, Section 9 of ordinance File Number 180628 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 21, 2019 - October 7, 2019):

 

Under Pay Range 9JN, add the title of “Temporary Winter Relief Driver Worker (1)(2)(3)”, delete the current rates of pay, and add the following rates of pay and footnotes as follows:

 

                     “Hourly                     $33.20                     $38.22

                     Biweekly                     $2,656.00                     $3,057.60

                     Annual                     $69,056.00                     $79,497.60

 

(1)                     Previous City of Milwaukee Employees who held the title of Operations Driver Worker to be hired at the hourly rate of $38.22.

(2)                     Previous City of Milwaukee Employees who held the title of Urban Forestry Specialist to be hired at the hourly rate of $37.54.

(3)                     Employees who have not previously held either of the above City of Milwaukee titles to be paid at the hourly rate of $33.20.”

 

Part 9.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 10.  The provisions of Parts 2, 5, 6, and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2019 (December 30, 2018).

 

Part 11.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).

 

Part 12.  The provisions of Part 8 of this ordinance are deemed to be in force and effect from and after Pay Period 21, 2019 (October 7, 2019).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 13.  This ordinance will take effect and be in force from and after its passage and publication.
