Resolution relating to application for, acceptance and funding of, a Wisconsin Department of Natural Resources grant to fund the City of Milwaukee Diesel Retrofit Project with a total cost of $102,000, grantor share $102,000 and City share $0.
Analysis
This resolution authorizes the Department of Public Works-Operations Division to apply for, and accept and fund, a CMAQ grant from Wisconsin Department of Natural Resources (WDNR) to fund the City of Milwaukee Diesel Retrofit Project. The total project cost is $102,000, of which $102,000 (100%) will be provided by the grantor and $0 will be provided by the City. Grant funds will be used to fund the installation of EPA-certified diesel oxidation catalysts on City refuse trucks.
Body
Whereas, The City of Milwaukee’s waste haulers (“garbage trucks”), because they operate in a stop-and-go pattern in residential areas, with long periods of idling, have a significant air pollution impact on the city and its residents; and
Whereas, The emissions impacts of the City’s waste haulers are magnified by the fact that they operate in a densely-populated, ozone non-attainment area with a large population that suffers from or is susceptible to respiratory ailments; and
Whereas, The City of Milwaukee appears to be eligible for CMAQ grant funds from Wisconsin Department of Natural Resources (WDNR) for the Diesel Retrofit Project, File Ref. 4500; and
Whereas, The Department of Public Works-Operations Division would use these grant funds to retrofit City waste haulers with EPA-certified diesel oxidation catalysts intended to reduce vehicle emissions; and
Whereas, The City’s participation in this grant program would result in the following benefits to the City:
1. Reduction of emissions from retrofitted waste haulers in the range of 20-30% for particulate matter and 40-90% for carbon monoxide and hydrocarbons. These emissions reductions will increase with both the additional use of biodiesel fuel, and reduced idling.
2. Improvement of air quality in an area with a dense population, among which respiratory ailments and asthma are serious health risks. The American Lung Association’s 2004 “State of the Air” report indicates that, in Milwaukee County alone, there are approximately 20,500 children and 59,000 adults suffering from asthma, as well as over 30,000 cases of chronic bronchitis.

Resolved, By the Common Council of the City of Milwaukee, that application to WDNR is authorized and the Department of Public Works-Operations Division shall accept this grant in the amount of $102,000 without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 2009 Special Revenue Accounts-Grant & Aid Projects, the following amounts for the project titled Diesel Retrofit:

Further Resolved, That these funds are budgeted to the Department of Public Works-Operations Division (Fleet Services Section) which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into subcontracts and leases to the extent detailed in the project budget.
