Resolution relative to the cost participation and installation of traffic signal improvements under five Highway Safety Improvement Program projects in various Aldermanic Districts at a total estimated cost of $1,843,301.51, with an estimated grantor share of $1,658,971.36, and an estimated City share of $184,330.15.
Analysis
This resolution authorizes the Commissioner of Public Works  and Comptroller to execute five Local Force Account agreements with the Wisconsin Department of Transportation for the installation  of traffic signal improvements using City forces at various intersections citywide under five Highway Safety Improvement Program projects in various Aldermanic Districts at a total estimated cost of $1,843,301.51, with an estimated grantor share of $1,658,971.36, and an estimated City share of $184,330.15. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project. The total cost of all five projects is $3,299,600.00, with a grantor share of $2,969,640.00, and a City share of $329,960.00.
Body
Whereas, Five Project Agreements for the installation of traffic signal improvements under the 2012 Highway Safety Improvement Program (HSIP) were approved by the Common Council under File Numbers 100680 and 101100; and
Whereas, The five proposed projects include the installation of twelve inch signal indications to replace existing eight inch signal indications at 65 intersections and the installation of pedestrian countdown timers at 365 intersections Citywide as shown in the attached maps; and
Whereas, The HSIP is intended to reduce the number and severity of vehicle and pedestrian crashes; and
 
Whereas, The total estimated cost of the five projects is $1,843,301.51 for traffic control signal improvements; and
Whereas, $184,330.15 is not reimbursable and is included in the Division's 2012 Capital Purpose Project/Grant Number ST320120000; and
Whereas, $1,658,971.36 is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2012 Capital Grant and Aids Projects Fund Project/Grant Number SP032120100; and
 
Whereas, WISDOT requires the execution of five Local Force Account agreements to allow City forces to construct these improvements using Federal funding; and
Whereas,  The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and    
 
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
 
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to execute five Local Force Account agreements with WISDOT for the installation of traffic control signal improvements with City forces under five Highway Safety Improvement Program projects with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements with City forces at various intersections citywide; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant, and Aid Projects, the necessary Project/Grant Chartfield Values for the project (expenditure) and transfer to any of these accounts the amount required under this grant agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts approved for Grantor Share and City Share or $5,000, whichever is greater, but limited to $150,000 as follows:
