This resolution approves release of $107,180 from the 1996 Special Purpose Social Development Commission Fund (Account Number 01-020-8001) and authorizes the proper City officials to enter into a contract with the Community Relations - Social Development Commission for the release of such funds.
BODY:
Whereas, The 1996 City Budget includes funding of $107,180 in a special purpose account for the Community Relations - Social Development Commission; and
Whereas, This funding has historically been used as matching funds for grants received by the Community Relations - Social Development Commission; and
Whereas, These grants represent vital resources in alleviating poverty within Milwaukee; and
Whereas, Expenditures from special purpose accounts may not be made until approved by the Common Council; and
Whereas, Expenditures from this account have not yet been approved by the Common Council resulting in the Community Relations - Social Development Commission using pre-existing fund balances as grant-matching funds; and
Whereas, Indefinite reliance on fund balances may jeopardize the commission's future capacity to leverage grants; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council approves release of $107,180 from the 1996 Special Purpose Social Development Commission Fund (Account Number 01-020- 8001); and, be it
Further Resolved, That the City Comptroller is authorized and directed to disburse these funds to the Community Relations - Social Development Commission; and, be it
Further Resolved, That the 1996 Special Purpose Accounts and amounts assigned and authorized for expenditure to specified departments shall be deemed to have been appropriated to the assigned departments for the specific municipal public purposed intended in the budget, and for no other departmental purposes; and, be it
Further Resolved, That such Special Purpose Accounts shall therefore be deemed eligible for carryover under the provision of s. 65.07(1)(p), Wis. Stats., and, be it
Further Resolved, That the proper City officials are authorized to enter into a contract with the Community Relations - Social Development Commission.
