Title

Substitute resolution authorizing and directing the Commissioner of Public Works to execute a document titled "Federal/State/Project Sponsor Statewide Transportation STP-Discretionary Program Project Agreement" with the Department of Transportation for the programming of a project known as "Update & Distribute Bicycle Route Map."

Analysis

This resolution authorizes and directs the Commissioner of Public Works to execute the Project Agreement with the Wisconsin Department of Transportation for the programming of the Update and Distribute Bicycle Route Map project.  The project will be funded 80 percent by STP-Discretionary funds, with the remaining 20 percent being paid by City funds.

Body

Whereas, the City of Milwaukee has actively promoted the expansion of bicycle and pedestrian facilities; and

 

Whereas, The City of Milwaukee previously published a Bicycle Route Map that was widely distributed; and

 

Whereas, The inventory of Bicycle Route Maps has been depleted; and

 

Whereas, Several changes and additions to the map are anticipated; and

 

Whereas, Bicycle and Pedestrian projects such as the Update and Distribute Bicycle Route Map are eligible for the state's STP-Discretionary program; and

 

Whereas, The City of Milwaukee applied for STP-Discretionary funds to undertake the Update and Distribute Bicycle Route Map project; and

 

Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming of the project with federal aid under the STP-Discretionary program; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute the Project Agreement for the programming of the Update and Distribute Bicycle Route Map project, a copy of which is attached to Common Council Resolution File Number 020520, and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake preliminary engineering for the above mentioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the project; and, be it

 

Further Resolved, That the City Engineer is authorized to publish and distribute the updated Bicycle Route Map; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create with the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater, as follows:

Further Resolved, That the City Engineer is hereby authorized and directed to approve and make periodic payments to the WISDOT upon receipt of invoices for the local share of the project.
