Resolution relative to application, acceptance and funding of a Community Safe Driver Program Grant (Police Department).
ANLS:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Community Safe Driver Program Grant from the State of Wisconsin Department of Transportation, Bureau of Transportation Safety, in the amount of $70,513 with a city share of $20,513 and a grantor share of $50,000. The purpose of the project is to set up an information network to bring the African American community into the City's traffic safety efforts.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Transportation, Bureau of Transportation Safety, for a Community Safe Driver Program; and
 
Whereas, The operation of this grant from 10/01/1999 to 9/30/2000 would cost $70,513 of which $20,513 (30%) would be provided by the city and $50,000 (70%) would be provided by the grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Transportation, Bureau of Transportation Safety is authorized and that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 940843; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the Project/Grant Parent of the 1999 Special Revenue-Grant and Aid Projects, the following amount for the program titled: "Community Safe Driver Program Grant":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
 
3. Establish the necessary City Share Project Values; and, be it
 
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
 
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
 
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it
 
Further resolved, that the 1999 and 2000 Positions Ordinance be amended as follows to reflect the following footnote (B):
 
(B) Community Safe Driver Program Grant: To expire 9/30/2000 unless the Community Safe Driver Grant, available from the State of Wisconsin, Department of Transportation is extended.
