Resolution directing the Commissioner of Public Works to execute a revised project agreement titled “State/Municipal Agreement for a Highway Improvement Project”, with the Wisconsin Department of Transportation for the improvement of South 27th Street (STH 241) from West Howard Avenue to the Union Pacific Railroad, with 95% Federal and/or State aid, under the Connecting Highway Improvement Program; with an estimated total cost of $10,285,000, which is an increase of $4,735,000, and a total estimated increase in preliminary engineering cost of this project is $385,000 of which the City’s share is $96,250 and grantor’s share is $288,750.
Analysis
This resolution directs the Commissioner of Public Works to execute a revised project agreement for the improvement of South 27th Street (STH 241) from West Howard Avenue to the Union Pacific Railroad. This project is approved and included in the WISDOT’s current Connecting Highway Improvement Program. This revised state/municipal agreement adds the section of South 27th Street (STH 241) from West Oklahoma Avenue to the Union Pacific Railroad. The City of Milwaukee is responsible for 25% of the preliminary engineering costs on this project in accordance with WISDOT policy. City costs for the construction of this project will be dependent upon the amount of parking allowed. The estimated total cost of this project is $10,285,000, of which the City’s share is $578,850 and the grantor’s share is $9,706,150. The total increase in preliminary engineering cost of this project is $385,000 of which the City’s share is $96,250 and grantor’s share is $288,750.

Whereas, A project agreement has been executed by the WISDOT and the City of Milwaukee for the improvement of South 27th Street (STH 241) from West Howard Avenue to West Oklahoma Avenue, with Federal /State aid under the Connecting Highway Improvement Program, in accordance with the Common Council resolution file number 051477 adopted May 9, 2006; and
Whereas, The city requested and the WISDOT approved extending the limits of the project, north to the Union Pacific Railroad; and due to the extension of the project limits additional preliminary engineering and construction work activities are necessary, resulting in an increase in preliminary engineering and construction costs from the original agreement; and
Whereas, Additional work activities involving the installation and/or modification of permanent street lighting, traffic control, and communication facilities were added; and
Whereas, A revised project agreement with the updated project costs has been received from the WISDOT, to be executed by the City of Milwaukee with 95% Federal and/or State aid, under the Connecting Highway Improvement Program; and
Whereas, Construction funds for the project will be included in a separate resolution; and
Whereas, Authorization was granted to the City Comptroller to create the appropriate accounts, for preliminary engineering for the project involving the improvement of South 27th Street (STH 241) from West Howard Avenue to West Oklahoma Avenue, via the Common Council resolution file number 070299 adopted June 28 2007; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute a revised project agreement for the improvement of South 27th Street (STH 241) from West Howard Avenue to the Union Pacific Railroad with 95% Federal and/or State aid, under the Connecting Highway Improvement Program; and, be it
Further Resolved, That the Commissioner of Public Works is hereby authorized to install the permanent street lighting and traffic control facilities, in conjunction with the improvement of South 27th Street (STH 241) from West Howard Avenue to the Union Pacific Railroad, following the execution of the appropriate agreement, the cost which will be included in future resolution; and, be it
Further Resolved, That the City Comptroller is hereby authorized to transfer to the appropriate accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10% increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
