Analysis
This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works. The City cost of the projects approved by this resolution is estimated to be $5,077,000. The total estimated cost of these projects is $7,007,000.
Body
Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and
Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:
1st Aldermanic District
N. 22nd St. - W. Fairmount Ave. to W. Villard Ave. (ST211260137) Paving the roadway with concrete. (Nonassessable Reconstruction Paving Fund -- $600,000). The total estimated costs of this project including the requested amount is $600,000. This project is anticipated to be completed during the 2026 construction season.
2nd Aldermanic District
N. 89th St. - W. Silver Spring Dr. to W. Carmen Ave. (SM499250007) File Number 252011: Installing bioswales. (Nonassessable Water Quality Fund -- $10,000 additional funding). The total estimated cost of this project including the requested amount is $175,000. This project is anticipated to be completed during the 2026 construction season.
3rd Aldermanic District
E. Brady St. - N. Farwell Ave. to N. Van Buren St. (ST211250156/ST214260101) File Number 260290: Installing traffic calming. (Nonassessable Reconstruction Paving Fund -- $235,000, Developer Paving Fund -- $112,000). The total estimated cost of this project including the requested amount is $400,000. This project is anticipated to be completed during the 2026-2027 construction season.

E. Erie St. - 150 +/- Northwest of N. Broadway to N. Broadway (SM495260015) File Number 251880: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $48,000). The total estimated cost of this project including the requested amount is $60,000. This project is anticipated to be completed during the 2026 construction season.
N. Harbor Dr. - E. Summerfest Pl. to E. Menomonee St. (extended) (SM499240032) File Number 260292: Installing stormwater trees. (Nonassessable Water Quality Fund -- $60,000 additional funding). The total estimated cost of this project including the requested amount is $325,000. This project is anticipated to be completed during the 2026 construction season.
E. Menomonee St. - N. Broadway to N. Jefferson St. (SM495260018) File Number 252184: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $334,000). The total estimated cost of this project including the requested amount is $349,000. This project is anticipated to be completed during the 2026 construction season.
E. Summerfest Pl. - E. Erie St. to N. Harbor Dr. (SM495260016) File Number 251880: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $497,000). The total estimated cost of this project including the requested amount is $517,000. This project is anticipated to be completed during the 2026 construction season.

W. Cherry St. - N. 24th St. to N. 26th St. and N. 17th St. - W. Highland Ave. to W. Walnut St. (SM499250009) Installing bioswales. (Nonassessable Water Quality Fund -- $15,000 additional funding). The total estimated cost of this project including the requested amount is $285,000. This project is anticipated to be completed during the 2026 construction season.

Sanitary Sewer Lateral Grouting in Area Bounded By - W. Capitol Dr. to W. Concordia Ave. from N. Sherman Blvd. to N. 38th St. (SM494180049) File Number 231910: Sanitary Sewer lining. (Infiltration/Inflow Reduction Fund -- $20,000 additional funding). The total estimated cost of this project including the requested amount is $75,000. This project is anticipated to be completed during the 2026 construction season.
10th Aldermanic District
W. Michigan St. - N. 35th St. to N. 36th St. (SM499240021) File Number 252011; Installing bioswales. (Nonassessable Water Quality Fund -- $60,000 additional funding). The total estimated cost of this project including the requested amount is $310,000. This project is anticipated to be completed during the 2026 construction season.

S. 12th St. - W. Manitoba St. to W. Oklahoma Ave. (SM495260012) File Number 251613: Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $348,000). The total estimated cost of this project including the requested amount is $368,000. This project is anticipated to be completed during the 2026 construction season.
W. Manitoba St. - S. 6th St. to S. 12th St. (SM495260013) File Number 251613: Combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $1,518,000). The total estimated cost of this project including the requested amount is $1,548,000. This project is anticipated to be completed during the 2026 construction season.
15th Aldermanic District
W. Walnut St./W. Lisbon Ave. - N. 20th St. to N. 40th St. (SM499250018) Installing bioswales. (Nonassessable Water Quality Fund -- $50,000 additional funding). The total estimated cost of this project including the requested amount is $650,000. This project is anticipated to be completed during the 2026-27 construction season.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
