Title

Resolution authorizing the Commissioner of Health to enter into agreements with medical organizations and private property owners to collaborate on the provision of COVID-19, influenza, and similar vaccines to the public.

 

Analysis

This resolution authorizes the Commissioner of Health to enter into agreements with medical organizations (including but not limited to hospitals, clinics, medical schools) and private property owners to collaborate on the provision of COVID-19, influenza, and similar vaccines to the public. This authority expires on December 31, 2023.

 

Body

Whereas, The Health Department anticipates opening temporary COVID-19, influenza, and similar vaccination clinics in various areas of the City to better serve the needs of residents in collaboration with medical organizations (including but not limited to hospitals, clinics, medical schools); and

 

Whereas, The Health Department anticipates possibly locating some of these temporary vaccination clinics on private property, thus requiring an agreement between the property owner and the City; and

 

Whereas, The Health Department expects any compensation to property owners stipulated in an agreement between a property owner and the City for the temporary use of the private property will be either negligible, and funded through the Department’s operating budget, or provided through current or future funds granted to the City; and

 

Whereas, Authorizing the Commissioner of Health, with the approval of the Office of the City Attorney, to execute these collaborative agreements with medical organizations and private property owners is expected to enable the Health Department to respond quickly and more effectively to emerging community needs; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Health is authorized to enter into agreements with private property owners, as approved by the Office of the City Attorney, to locate temporary vaccination clinics on private property; and, be it

 

Further Resolved, Any compensation to the property owner stipulated in an agreement between a property owner and the City for the temporary use of the private property shall be either negligible, and funded through the department’s operating budget, or provided through current or future funds granted to the City; and, be it

 

Further Resolved, The Commissioner of Health is authorized to enter into agreements with medical organizations (including but not limited to hospitals, clinics, medical schools), as approved by the Office of the City Attorney, to collaborate on the provision of vaccination services to the public; and, be it

 

Further Resolved, That this authority shall expire on December 31, 2023, unless otherwise rescinded or amended by Common Council action.
