Title

Substitute resolution implementing a footnote to the 2012 Budget relating to funding of the Department of Public Works' Sidewalk Replacement Program.

Analysis

This resolution directs the Department of Public Works to expend up to $597,500 from the 2012 Sidewalk Replacement capital account to eliminate the current backlog of sidewalk replacement requests.

Body

Whereas, The 2012 City Budget includes $1,942,500 in the Department of Public Works' capital improvement account to fund the department's Sidewalk Replacement Program:

New Borrowing                     $1,478,000

Assessable                     464,500

; and be

Whereas, The Sidewalk Replacement capital account provides funding for both Area-Wide and Scattered Sites Programs; and

Whereas, The Department of Public Works allocates approximately $200,000 annually for the Scattered Sites Program, which is sufficient to fund work at approximately 100 properties; and

Whereas, There is currently a backlog of 520 requests for sidewalk replacement in conjunction with the Scattered Sites Program; and

Whereas, The Department of Public Works estimates that a total of $884,000 in funding would be required to eliminate the current backlog of requests in the Scattered Sites Program by the end of 2012; and

Whereas, The expansion of the Scattered Sites Program may provide opportunities for smaller local contractors to participate in City contracting; and

Whereas, The 2012 Budget also includes a footnote for the capital borrowing for the Sidewalk Replacement Program specifying that $597,500 of the 2012 funding for this program shall be used to eliminate the backlog of scattered-site sidewalk replacement; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works shall expend up to $597,500 from the Sidewalk Replacement capital account in the 2012 Budget for eliminating the current backlog of sidewalk replacement requests.
