Title
Resolution authorizing the Commissioner of Public Works to solicit and engage consulting engineering firms to undertake various engineering services on an as-needed basis.
Analysis
The Department of Public Works desires to hire three or more consulting engineering firms under a master contract in which the consultant's work is on as as-needed basis for various engineering services. This resolution authorizes the Commissioner of Public Works to solicit and engage consulting firms to provide full service engineering support to City departments and agencies.
Body
Whereas, Engineering services are desired by various City departments and agencies on an on-going basis for various tasks; and
Whereas, At various times, the Department of Public Works does not have the necessary expertise or available staffing to provided all these tasks in a timely manner; and
Whereas, The Department of Public Works desires to hire three or more consulting engineering firms under a master contract, in which the consultants work is on an as-needed basis for various engineering services; and
Whereas, A draft Request for Proposal has been prepared, a copy of which is attached to this Common Council resolution, which describes the activities that would be conducted under the terms of the master contract, which includes but are not limited to:
l. Traffic and Parking Analysis
2. Signal Analysis and Design
3. Structure Analysis and Design
4. Roadway Design
5. Real Estate Appraisal, Negotiation, and Relocation
6. Community Sensitive Design
7. Construction Management
8. Survey
9. Geotechnical Analysis
10. Public Involvement
; and
Whereas, All activities that are conducted under the terms of the master contract would be funded and managed by the requesting City department or agency; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to solicit and engage three or more consulting engineering firms to undertake various engineering services on an as-needed basis, as described in the attached Request for Proposal; and, be it
Further Resolved, That copies of the resulting master contracts be provided to all City departments and agencies for their use in having engineering services undertaken on an as-needed basis.
