Resolution declaring five vacant, tax-deed lots surplus to municipal needs and authorizing their sale to Walnut Way Conservation Corporation, or assigns, in the 17th Aldermanic District. (DCD-Real Estate)
Analysis
This resolution will result in the sale of five vacant, tax-deed lots for urban garden purposes and redevelopment.
Body
Whereas, Walnut Way Conservation Corporation ("WWCC") is a neighborhood organization with the mission to develop a positive environment in the Lindsay Heights area through community development, environmental restoration and economic enterprise; and
 
Whereas, WWCC has had garden permits to operate gardens on three of said vacant, tax-deed lots and has now submitted a proposal to purchase the lots and make the gardens permanent; and
 
Whereas, WWCC has submitted a proposal to purchase the lots at 2118-20, 2124-26 and 2244-46 North 17th Street for the purpose of maintaining two urban gardens; and
 
Whereas, WWCC also has proposed to purchase the lots at 1407 West North Avenue and 2265 North 14th Street for development of a landscaped garden and a small, attractive coffee shop from which some of its produce from the urban gardens may be sold; and
 
Whereas, The Department of City Development ("DCD") recommends acceptance of the proposal, since WWCC has been gardening on the three lots for several years and now has preliminary plans in place for development of the gardens and coffee shop; and
 
Whereas, In consideration of the benefits to be derived and in consideration of environmental impacts, DCD recommends sale of said lots in an "as is" condition for the amount of $1.00 each with the contingency of site and building plan approval of the gardens and coffee shop development; and
 
Whereas, The City Plan Commission has determined that said lots are surplus to municipal needs; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that said lots are declared surplus to municipal needs and that the proposal from Walnut Way Conservation Corporation, or assigns, is accepted; and, be it
 
Further Resolved, That the Commissioner of DCD, or assigns, is authorized and directed to perform such acts as necessary to carry out the intent of this resolution and that the proceeds from the sale be credited to the Reserve For Tax Deficit Fund, Account No. 0001-334106.
