This resolution authorizes and directs the Commissioners of Public Works and Building Inspection to issue all necessary permits to the contractors working for the United States General Services Administration for the installation of closed circuit television cameras to be attached to City street light poles and support cabling for power within the public rights-of-way surrounding 517 East Wisconsin Avenue (the Federal Building and United States Courthouse) in order to complete the security system and provide complete overall protection of the Federal Building and United States Courthouse.
 
 
BODY:
Whereas, It has been determined by the Federal Protective Services that there is a need to install a closed circuit television system (CCTV) within the public rights-of-way surrounding the Federal Building and United States Courthouse at 517 East Wisconsin Avenue in order to complete the entire security system for the building and provide overall protection to the tenant agencies and the clients that use the building; and
 
Whereas, This CCTV System would consist of nine cameras in environmentally protected domes attached to City light poles and the underground conduit to power the cameras; and
 
Whereas, The CCTV System may only be located within the public rights-of-way with Common Council approval; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Commissioners of Public Works and Building Inspection are hereby authorized and directed to issue all necessary respective permits for attachment of the cameras approximately 15 feet above the sidewalk on the City street light poles that are located as follows:
 
1. Within North Jackson Street approximately 120 feet north of northline of West Michigan Street
 
2. Within North Jefferson Street approximately 95 feet north of northline of West Michigan Street
 
3. Within East Michigan Street a. at westline of North Jackson Street b. approximately 120 feet west of the westline of North Jackson Street
 
4. Within East Wisconsin Avenue a. at eastline of North Jefferson Street b. at westline of North Jackson Street
 
The conduit runs are to connect all of the poles with a separate line to the circumference line. Depth is to be 2 feet, centered 3 feet in from present curblines. Tie is in North Jackson Street, approximately 23 feet south of East Wisconsin Avenue.
 
Further Resolved, that this permission is granted only on the following conditions that the United States General Services Administration shall:
 
1. Hold the City of Milwaukee or its agents harmless and accept responsibility for any and all liabilities that may arise through implementations of the permission granted herein.
 
2. Obtain the necessary City of Milwaukee Department of Public Works permit prior to installation of the CCTV.
 
3. Install the system as shown on a submitted plan; however, if the installation is different, an "as-built" plan shall be submitted to the City Engineer to show the related changes
 
4. Install, use and maintain the CCTV to the satisfaction of the Commissioner of Public Works and remove it within 30 days, when so ordered in writing by the Commissioner of Public Works at no cost to the City.
 
5. Not require any agency presently using the street light poles to undertake any physical changes or financial expenditures by said agency.
 
6. By the act of mounting the cameras, understand that they:
 
a. are responsible for all physical activity to mount, remount or remove the cameras.
 
b. are responsible for all costs relating to the mounting, remounting, replacing or removal of the cameras.
 
c. need to inform the City Engineer if the cameras are removed and no longer needed.
 
7. Whenever the CCTV is no longer needed or when so ordered for public necessity, not only remove the system but shall also restore to its former condition and to the approval of the Commissioner of Public Works any public improvement which was removed, changed or disturbed by reason of the granting of this resolution. Grantee shall not be entitled to any damages for such removal.
