Minutes note: Patricia Dee, HACM’s Administrative Services Supervisor, introduced the plans’ goals, what the plans cover, and the timeframe. Ms. Dee stated that public comments were received during the Public Hearing at the September 11th, 2024 HACM Board meeting. Those comments and staff responses are included as an attachment of the plan, as directed by HUD. Ms. Dee stated that changes were made both as a result of the Resident Advisory Board (RAB) and Public Hearing comments. The Public Hearing comments and responses as well as the transcription of the Public Hearing, not required by HUD, but posted because of the number of comments, are available on HACM’s website at hacm.org. A draft of the PHA Five-Year and Annual Plan and other documents are also on HACM’s website and at the central office located at 809 North Broadway. Ken Barbeau, HACM’s Chief Operating Officer - Program Services, provided a summary of the documents included with the agenda. Mr. Barbeau noted that the comments and responses from last month’s Public Hearing were answered and organized by topic, which made it easier to respond to the questions. He stated that the document is a required attachment to both the Annual and Five-Year Plan. Mr. Barbeau also noted that HACM incorporated some of the comments from the Resident Advisory Board into parts of the Agency Plan, such as the Pet Policy, the No Smoking Policy, and regarding the education and outreach to the residents on the rules and their enforcement. In addition, some of the RAB’s comments were added to the Five-Year plan regarding additional technical assistance and training for applicants and residents on the use of Rent Café. Mr. Barbeau mentioned that a section was also added to the Five-Year Plan in response to the RAB comments on Resident Retention, in Goal 2. In response to the public hearing comments, HACM added statements in the Performance Management section under Goal 1. Commissioners discussed the submittal date to HUD of October 18, 2024, with an anticipated response within 75 days.

WHEREAS, every five years, the Housing Authority is required to submit a Public Housing Authority (PHA) Five-Year Plan to the U.S. Department of Housing and Urban Development (HUD), which includes the Annual PHA Plan Form (HUD-50075-5Y); and

 

WHEREAS, each year the Housing Authority is required to submit a PHA Annual Plan to HUD which includes the Annual PHA Plan Form (HUD-50075-ST), the Admissions and Continued Occupancy Policy (ACOP), the Section 8 Administration Plan, required HUD certifications and other documents referred to in the plan; and

 

WHEREAS, the Five-Year Plan is prepared in accordance with a required template from HUD that sets forth the Housing Authority’s goals and objectives for its Public Housing and Section 8 Voucher Program operations and related services, and the progress of which will be reported over the next five years as part of the Annual Plan; and

 

WHEREAS, the Annual Plan is prepared in accordance with a required template from HUD that sets forth the Housing Authority’s goals and objectives, policies and the resources anticipated to be available to support its Public Housing and Section 8 Voucher Program operations and related services for the next fiscal year; and

 

WHEREAS, the goals for the 2025-2029 PHA Five-Year Plan and the 2025 PHA Annual Plan include but are not limited to: optimizing HACM’s organization structure, processes, and procedures to attain resiliency and long-term sustainability, maintaining optimal occupancy rates for HACM’s public and affordable housing developments, maintaining an optimal utilization rate for the Housing Choice Voucher program within the funding that is available from HUD, enhancing housing quality, safety and security, and resident qualify of life, preserving and improving existing affordable housing resources and opportunities, and continuing to implement programming and collaborations to achieve self-sufficiency for residents; and

 

WHEREAS, the Resident Advisory Board (RAB) reviewed drafts of the 2025-2029 PHA Five-Year Plan, the 2025 PHA Annual Plan, the ACOP, and the Section 8 Administrative Plan, and provided feedback and recommendations at their meetings on July 25, 2024 and July 26, 2024; and

 

WHEREAS, HACM has considered the comments and recommendations from the RAB and residents and has attached those comments along with HACM’s responses to those comments and will include them in the submission of the documents to HUD; and

 

WHEREAS, HACM, as required, has also solicited written comments from the public and conducted the public hearing, which took place September 11, 2024; and

 

WHEREAS, HACM did not receive any written comments and has considered the 25 comments and recommendations received during the public hearing, and will include those comments along with HACM’s responses in the submission of the documents to HUD; and

 

WHEREAS, the Secretary-Executive Director recommends that HACM’s 2025-2029 PHA Five-Year Plan, the 2025 PHA Annual Plan, the ACOP, and the Section 8 Administrative Plan be approved and electronically transmitted to HUD before October 18, 2024 in order to comply with the HUD prescribed due date; now, therefore, be it

 

RESOLVED, that HACM’s proposed 2025-2029 PHA Five-Year Plan, 2025 PHA Annual Plan, the ACOP, the Section 8 Administrative Plan, and any other required attachments be and are hereby approved; and be it

 

FURTHER RESOLVED, that the Secretary-Executive Director is hereby authorized to electronically transmit HACM’s 2025-2029 PHA Five-Year Plan, 2025 PHA Annual Plan, the ACOP, the Section 8 Administrative Plan, and any other required attachments to HUD by the required due date.
