Resolution relative to the cost participation and installation of coordinated traffic control signals at six all-way stop controlled intersections under the Congestion Mitigation/Air Quality program at a total estimated cost of $379,240.82, with an estimated grantor share of $303,392.66, an estimated City of Greenfield Share of $8,775.00, and an estimated City of Milwaukee share of $67,073.16, and to install these improvements upon execution of the agreement.

Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a funding agreement to install coordinated traffic signals at six all-way stop controlled intersections under the Congestion Mitigation/Air Quality (CMAQ) program at a total estimated cost of $379,240.82, with an estimated grantor share of $303,392.66, an estimated City of Greenfield Share of $8,775.00, and an estimated City of Milwaukee share of $67,073.16, and to install these improvements upon execution of the agreement.  This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.  The total estimated cost of the entire project is $390,000.00, with a grantor share of $312,000.00, a City of Greenfield Share of $9,750.00 and a City share of $68,250.00.

Body

Whereas, The Project Agreement for the installation of coordinated traffic signals at six all-way stop controlled intersections under the 2010 Congestion Mitigation/Air Quality program was approved by the Common Council under File Number 080625; and

 

Whereas, The intersections of West Howard Avenue and South 43rd Street, West Howard Avenue and South 51st Street, West Howard Avenue and South 68th Street, West Howard Avenue and 84th Street, East Kane Place and North Humboldt Avenue, and West Keefe Avenue and North 51st Street are all-way stop controlled and meet Federal guidelines for the installation of a traffic control signal; and

 

Whereas, The installation of these six traffic control signals will result in a reduction in congestion, emissions, and fuel consumption over the existing all-way stop control at the aforementioned intersections; and

 

Whereas, The total estimated cost of this project is $379,240.82 for the installation of six traffic signals; and

 

Whereas, Twenty percent of the participating costs, or $75,848.16, is not reimbursable and is included in the Division’s 2010 Capital Purpose Project/Grant Number ST320100000; and

 

Whereas, The proposed traffic signals on West Howard Avenue at South 43rd and South 84th Streets will be located in both the City of Milwaukee and the City of Greenfield and Traffic Control Agreements for these two intersections were approved by the Common Council under File Number 091212; and

 

Whereas, The Traffic Control Agreements will result in the City of Milwaukee billing the City of Greenfield an estimated $8,775.00 for the installation of traffic signals on West Howard Avenue at South 43rd and South 84th Streets; and

 

Whereas, Eighty percent of the participating project cost, or $303,392.66, is reimbursable from the Wisconsin Department of Transportation (WISDOT), and should be earmarked for this project in the 2010 Capital Grant and Aids Projects Fund Project/Grant Number SP032100100; and

 

Whereas,  The State cannot proceed with any project cost overruns and/or changes in scope of more than 5% without prior Department of Public Works approval; and   

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns and/or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a funding agreement and are directed to execute the contract with WISDOT for the installation of coordinated traffic signals at six all-way stop controlled intersections under the 2010 Congestion Mitigation/Air Quality program with unit prices based on a predetermined estimate prepared under the Federal/State aided highway program, a copy of which is attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signals at the intersections of West Howard Avenue and South 43rd Street, West Howard Avenue and South 51st Street, West Howard Avenue and South 68th Street, West Howard Avenue and 84th Street, East Kane Place and North Humboldt Avenue, and West Keefe Avenue and North 51st Street; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater as follows:
