Resolution relative to application, acceptance and funding of a Project Safe Neighborhoods Grant for the Milwaukee Violent Offender Project. (Police Department)
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Project Safe Neighborhoods Grant from the US Attorney's Office for the Eastern District of Wisconsin, through the State of Wisconsin, Office of Justice Assistance to fund the Milwaukee Violent Offender Project in the amount of $57,821, with a city share of $22,821 and a grantor share of $35,000. The purpose of this project is to deploy officers on overtime to work collaboratively with other criminal justice agencies to closely monitor those violent offenders who are under probation and parole supervision in the City of Milwaukee.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Attorney's Office for the Eastern District of Wisconsin; and
Whereas, The operation of this grant from 01/01/05 to 12/31/05 would cost $57,821 of which $22,821 (40%) would be provided by the city, and $35,000 (60%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the US Attorney's Office for the Eastern District of Wisconsin, through the State of Wisconsin, Office of Justice Assistance, is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled Project Safe Neighborhoods-Milwaukee Violent Offender Project Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
