Substitute resolution authorizing the acceptance and expenditure of contributions received by the Milwaukee Police Department from federally forfeited tangible property or cash for increased or enhanced law enforcement efforts.
ANLS:
This resolution authorizes $162,700 to fund items included in the approved 1999 Asset Forfeiture Plan.
 
 
BODY:
Whereas, The federal government has established specific guidelines for expending funds received as a result of the asset forfeiture fund program; and
 
Whereas, The Police Department currently has funds held in trust (Account No. 61-934-1018) to increase or enhance law enforcement efforts in the City of Milwaukee; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to expend up to $162,700 from the Police Department's Federal Forfeiture Trust Fund, account 0768-2110-xxxx-D999-662201 to the contribution/revenue account, Federal Forfeiture Contribution Revenue (Account Number 0001-3311-985012); and, be it
 
Further Resolved, That upon deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the Police Department's budget as follows for the expenditure of these funds:

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenues from the account for donor-specified municipal purposes, 0001-9990-0001-D001-006300, and estimated revenue account for donor-specified municipal purposes, 0001-9990-985012, to the Police Department's special account and the Police Department's estimated revenue account 0001-3311-985012, up to the amount of $162,700, and, be it
 
Further Resolved, That all funds are to be expended to enhance law enforcement efforts in the City of Milwaukee in the following categories and corresponding amounts:

Further Resolved, That the Milwaukee Police Department is hereby authorized to expend such funds and that a detailed reporting of the expenditure of the funds for these purposes will be required in the Police Department's annual report to the Common Council, due by February 1, in accordance with Common Council Resolution Number 92-0252, adopted June 16, 1992; and, be it
 
Further Resolved, That the balance in the 1996 Asset Forfeiture Special Purpose Account (Account 01-331-8796) be transferred to the Asset Forfeiture Trust Account (Account 61-934-1018) prior to the close of 1998 as part of this resolution.
