Analysis
This resolution authorizes the reservation and sale of vacant, tax-deed and City-owned lots.
Body
Whereas, Housing Empowerment Development Company, LLC ("HEDC") is currently in the process of constructing two model homes on land which they purchased from the City of Milwaukee; and
Whereas, HEDC is ready to proceed with marketing vacant lots for new residential construction in their primary target area which has been defined as North 5th Street, North 6th Street, Locust Street to Center Street; and
Whereas, HEDC has requested that the Department of City Development ("DCD") place the following properties on a reserved status which will enable them to build additional models on some of the lots and market the remaining lots for new residential construction for owner-occupants:

Whereas, The sale price will be $1 per parcel since HEDC will be responsible for any site preparation costs associated with the new residential construction on these lots; and
Whereas, The DCD recommends acceptance of HEDC's request to place all of the above parcels in reserve; and
Whereas, All building and site plans must be approved by the DCD's Planning Division prior to sale of any lots; and
Whereas, The City's vacant lot inventory is in constant flux due to foreclosures and demolitions and many of these lots are or will be located in and contiguous to HEDC's primary target area; and
Whereas, Lots that become available in or contiguous to the primary target area may represent additional residential construction opportunities; and
Whereas, The DCD is authorized to convey, without further Common Council action, current and future lots necessary to accomplish the intent of this resolution provided that such lots are deemed suitable in all aspects for the intended use by the DCD's Planning Division; and
Whereas, The City Plan Commission finds such lots to be surplus and has approved this method of disposition in the defined or contiguous to the defined target area; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that said existing and future lots located in or contiguous to said target area are declared surplus; and, be it
Further Resolved, That the Commissioner of DCD is authorized and directed to cause the conveyance of said lots to HEDC and/or assigns to carry out the intent of this resolution; and, be it
Further Resolved, That the proceeds be credited to the proper account; and, be it
Further Resolved, That if for any reason a lot designated with reserved status is not suitable for the aforementioned use, said property will revert back to an unreserved status in the City's vacant lot inventory without further Common Council action.
