This resolution appropriates $25,000 from the 1997 Common Council Contingent Fund for an environ-mental pilot project to be performed by Environmental Professionals, Ltd., of West Allis. The resolution also authorizes and directs the City Clerk to enter into a sole-source contract with Environmental Professionals, Ltd., to perform such environmental pilot project. Environmental Professionals, Ltd., will review business/ commercial/industrial properties listed by the Redevelopment Authority of the City of Milwaukee which have been identified as "Do not Acquire" properties and identify those which could be taken and sold for economic development opportunities.

BODY:

Whereas, The Common Council is desirous of conducting a review of the Department of City Development's 1997 Brownfields' Strategy to determine its effectiveness and develop recommendations on how to improve environmental conditions in "brownfields areas"; and

 

Whereas, There are 240 business/commercial/ industrial properties listed by the Redevelopment Authority of the City of Milwaukee (RACM), which have been identified as "Do not Acquire" properties, because of adjacent properties which may be contaminated; and

 

Whereas, It is believed that effective environmental review of those properties may show that the City of Milwaukee could benefit in terms of economic development by taking many of those properties if it can be shown that they are safe for acquisition and development; and

 

Whereas, The City of Milwaukee could benefit by having a strategy in place that would establish the City as a "Control Authority," providing the City with the authority to enforce federal and state laws relating to violations of environmental laws, thus helping to create revenues for city government and jobs for its residents; and

 

Whereas, Discussions have been undertaken with Environmental Professionals, Ltd., of West Allis, to conduct a pilot project that would accomplish the aforementioned goals and tasks and others by reviewing the current city list of "Do Not Acquire" properties and identifying those which could be taken and sold for economic development opportunities, thereby adding to the City's property tax base; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that $25,000 is appropriated from the 1997 Common Council Contingent Fund for the purpose of an environmental pilot project performed by Environmental Professionals, Ltd., and, be it

 

Further Resolved, That the City Clerk is authorized and directed to enter into a sole-source contract with Environmental Professionals, Ltd., to conduct the aforementioned environmental review and make recommendations for implemen-tation of plans for improving environmental conditions, including recommending a system of fines and penalties for contaminators; and, be it

 

Further Resolved, That said contract be executed as soon as possible upon approval of this resolution to take advantage of field surveys before winter weather may hinder such operations.
