This resolution provides for the continued carrying over of unexpended grant funds for an additional three year period.

BODY:

Whereas, Common Council File No. 86-664, adopted September 23, 1986, authorized application for, acceptance and funding of an Urban Development Action Grant from the Department of Housing and Urban Development for the Washington Square/Van Buren Management project; and

 

Whereas, Common Council File No. 941161, adopted November 29, 1994, authorized the continued funding of this Urban Development Action Grant for an additional three year period; and

 

Whereas, The project has an encumbered balance at the end of 1997 of $500,000 which is available through the Department of Housing and Urban Development during 1998; and

 

Whereas, Common Council File No. 661893-e VII(A) states that the "carrying over the unexpended funds shall be limited to three years from the year in which the funds were appropriated. A grant project exceeding this period shall be re-funded through a separate resolution"; and

 

Whereas, This limitation applies to the continuation of the Washington Square/Van Buren Management Urban Development Action Grant; and

 

Whereas, Continued involvement in this project will enhance the City of Milwaukee by continuing to improve the Washington Square/Van Buren Management neighborhood area; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that continuation of the grant for the Washington Square/Van Buren Management Urban Development Action Grant, to be administered by the Department of City Development, is authorized; and, be it

 

Further Resolved, That the proper City officials and/or the herein named department head are authorized to continue the grant without further Common Council approval; and, be it

 

Further Resolved, That the City Comptroller is directed to reserve (encumber) in parent accounts of the 1997 special Revenue Accounts-Grant and Aid Projects, the following amounts for the project entitled Washington Square/Van Buren Management Urban Development Action Grant Project:

 

Account No. 15-010-0100 Grantor Share - $500,000

 

Account No. 15-010-0102 Out-of-Pocket City Share (Current Levy) - $0

 

Account No. 15-010-0103 Out-of-Pocket City Share (Future Levy) - $0

 

Account No. 15-010-0101 In-Kind City Share - $0

 

; and, be it

 

Further Resolved, That the City Comptroller is authorized to create within the Special Revenue Fund-Grant and Aid projects, the necessary accounts for this project (expenditure and revenue) and transfer to these accounts the amount of $500,000 or remaining encumbrance and appropriation balances at the end of 1997, whichever is less; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development is authorized to expend, from the amount appropriated, sums for specified purposes in accordance with the previously approved ongoing budget for the project; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development shall have the authority to continue transfers within the aforementioned project budget as long as the amounts expended are in accordance with Grantor regulations; and, be it

 

Further Resolved, That the Commissioner of the Department of City Development, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) in accordance with grant regulations and the City purchasing procedures and grant guidelines for awarding such contracts.
