Resolution relating to the cost participation and installation of traffic signal improvements under a Congestion Mitigation Air Quality project in various Aldermanic Districts at a total estimated cost of $738,626.83, with an estimated grantor share of $590,901.46, and an estimated City share of $147,725.37.
Analysis
This resolution authorizes the Commissioner of Public Works and Comptroller to enter into a Local Force Account agreement with the Wisconsin Department of Transportation for the installation of traffic signal improvements using City forces at various intersections citywide under in various Aldermanic Districts at a total estimated cost of $738,626.83, with an estimated grantor share of $590,901.46, and an estimated City share of $147,725.37 and to install these improvements upon execution of the agreement. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.
Body
Whereas, A Project Agreement for the installation of traffic signal improvements under the Congestion Mitigation Air Quality program were approved by the Common Council under File Number 220290; and
Whereas, The Congestion Mitigation Air Quality program is intended to reduce delay and vehicle emissions; and
Whereas, Forty two intersections have been identified for replacement of traffic signal controllers and installation of improved communications; and
Whereas, The total estimated cost of the project is $683,913.73 for the upgrade of traffic control signals; and
Whereas, The total estimated cost for state review for the projects is $54,713.10; and
Whereas, $147,725.37 is not reimbursable and is included in the Division’s 2024 Capital Purpose Project Grant Number ST320240000; and
Whereas, $547,130.98 is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2024 Capital Grant and Aids Projects Fund Project Grant Number SP032240100; and
Whereas, $43,770.48, is non-reimbursable from the Wisconsin Department of Transportation; and
Whereas, The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into a Local Force Account agreement with the Wisconsin Department of Transportation for the installation of traffic control signal improvements with City forces under a Congestion Mitigation Air Quality project with unit prices based on a predetermined estimate prepared under the Federal State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it
Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements with City forces at 42 intersections citywide; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
