Title
Resolution approving the Housing Authority of the City of Milwaukee’s (HACM) participation in the state’s Wisconsin Retirement System (WRS) effective January 1, 2027 and authorizing the Secretary-Executive Director and his designees to take all action necessary to implement HACM’s WRS participation
Analysis
Body
WHEREAS, the Wisconsin Retirement System (WRS), administered by the Wisconsin Department of Employee Trust Funds (ETF), provides retirement and related benefits to participating public employees throughout Wisconsin; and
WHEREAS, Wisconsin law permits local public employers to elect participation in the WRS upon meeting all applicable requirements; and
WHEREAS, participation by the Housing Authority of the City of Milwaukee (HACM) requires adoption of ETF’s Resolution of Inclusion (ET-1319) and submission of all required documents to ETF no later than November 15, 2026 to secure a January 1, 2027 effective date; and
WHEREAS, the Board of Commissioners has reviewed available participation options and determined that participation in WRS will benefit HACM employees and enhance organizational competitiveness; and
WHEREAS, Management recommends approval of HACM’s participation in WRS and authorization to proceed with all required administrative actions.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners approves HACM’s participation in the Wisconsin Retirement System effective January 1, 2027.
BE IT FURTHER RESOLVED, that the Board approves the participation option designated in ETF Form ET-1319 (Resolution of Inclusion) as presented for adoption.
BE IT FURTHER RESOLVED, that the Secretary-Executive Director and designated staff are authorized to execute the Resolution of Inclusion, complete all related ETF documents, submit materials by required deadlines, and take all administrative steps necessary to implement WRS participation.
