Title:

Resolution amending Common Council File 041390 relative to application, acceptance, and funding of a Milwaukee Metropolitan Drug Enforcement Grant.  (Police Department)

Analysis:                     

This resolution amends Common Council File 041390, which authorized the Milwaukee Police Department to apply for, accept and fund a Milwaukee Metropolitan Drug Enforcement Grant from the U.S. Department of Justice, Bureau of Justice Assistance through the Wisconsin Office of Justice Assistance.  The purpose of the project is to reduce the volume of controlled substances in the Milwaukee Area.

Body:

Whereas, Common Council File 041390 authorized the Milwaukee Police Department to apply for, accept and fund a Milwaukee Metropolitan Drug Enforcement Grant from the U.S. Department of Justice, Bureau of Justice Assistance through the Wisconsin Office of Justice Assistance.  This grant provided for a grantor share of total of $95,290 and a city share of $114,049; and

 

Whereas, The grantor share of this program is increased by $40,000 and the city share is increased by $17,236; and

 

Whereas, This increased funding is for confidential funds to be used within the Milwaukee Metropolitan Drug Enforcement Group; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of this grant change as indicated in Common Council File 030712; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amounts for the project titled:  "Milwaukee Metropolitan Drug Enforcement Grant":

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and, be it

 

2.  Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.

 

3.  Enter into subcontracts and leases as detailed in the grant budget;

and, be it

 

Further Resolved, That all standard resolved clauses articulated in

Common Council File 041390 remain applicable.
