Resolution relative to application, acceptance and funding of a 1998 Maternal and Child Health Grant. (Health Department)
ANLS:
This resolution authorizes the Health Department to apply for, accept and fund a 1998 Maternal and Child Health Grant project from the United States Department of Health and Human Services through the Wisconsin Department of Health and Social Services in the amount of $972,696 with a city share of $513,651 and a grantor share of $459,045. The purpose of the project is to continue programming in four service areas during 1998 under the Maternal and Child Health Block Grant allocations.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the United States Department of Health and Human Services through the Wisconsin Department of Health and Social Services for a Maternal and Child Health Block Grant (CFDA #93.994); and
Whereas, The operation of this grant project from 10/01/97 to 09/30/98 would cost $972,696 of which $513,651 (53%) would be provided by the city and $459,045 (47%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health and Social Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Encumber in the parent accounts of the 1997 Special Revenue Accounts-Grant and Aid Projects, the following amounts for the project titled Maternal and Child Health Block Grant:

2. Create a Special Revenue Fund - Grant and Aid Projects and the necessary expenditure and revenue accounts; appropriate to these accounts the amount required under the grant agreement and transfer the corresponding offsetting estimated revenue;
3. Establish the necessary grant performance submeasures; and, be it
Further Resolved, That these funds are appropriated to the Health Department which is authorized to:
1. Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from 1997 grant budget funds for training and out-of-town travel by departmental staff; and, be it
Further Resolved, That the Common Council directs that the 1997 Positions Ordinance, C.C. File 961002, should be amended as follows:
HEALTH DEPARTMENT PUBLIC HEALTH SERVICES DECISION UNIT Injury Prevention Grant Amend the position as follows:
(1) Health Education Assistant (.78 FTE) (X)
Amend footnote (K) as follows:
To expire 09/30/98 unless the Injury Prevention Grant is extended; and
Amend footnote (T) as follows:
To expire 09/30/98 unless the Pregnancy Outreach Grant is extended. Also funds .5 FTE of a Office Assistant II.
