Resolution relative to application, acceptance and funding of a Milwaukee Area Violent Criminal Enterprise Task Force Grant. (Police Department)
Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a Milwaukee Area Violent Criminal Enterprise Task Force Grant from the U.S. Department of Justice, Federal Bureau of Investigation, in the amount of $64,608 with a city share of $25,498 and a grantor share of $39,110. The purpose of this task force is to deploy police officers on overtime to assist members of the Federal Bureau of Investigation to disrupt and dismantle Milwaukee area criminal enterprises engaged in gang activities, crimes of violence, drug trafficking, money laundering, intimidation, extortion and other criminal activities through aggressive investigations and resultant prosecutions.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Federal Bureau of Investigation, through the Milwaukee Area Violent Criminal Enterprise Task Force Grant, and
Whereas, The operation of this grant from 02/01/05 to 09/30/05 would cost $64,608, of which $25,498 (39%) would be provided by the city and $39,110 (61%) would be provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Justice, Federal Bureau of Investigation is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Milwaukee Area Violent Criminal Enterprise Task Force Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:
- Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
