Title

Substitute resolution amending the 2015-2016 state legislative package relating to ambulance staffing requirements.

Analysis

This resolution amends the “2015-2016 State Legislative Package Proposals” by adding an item seeking an amendment to ch. 256, Wis. Stats., to eliminate the population threshold (10,000) to allow one Emergency Medical Responder as part of the legal ambulance staff in any municipality, regardless of size.

 

Body

Whereas, 2015 Wisconsin Act 113, enacted November 11, 2015, changed ambulance staffing requirements to allow an Emergency Medical Responder to act as one member of a legal ambulance staff when transporting a sick, disabled or injured individual within a  municipality with a population under 10,000; and

 

Whereas, For municipalities with populations above 10,000 requires, state law still requires a minimum of two Emergency Medical Technicians; and

 

Whereas, The Wisconsin Emergency Medical Services industry’s staffing levels are historically low, and the City of Milwaukee is experiencing staffing shortages due to the difficulty of recruiting and retaining Emergency Medical Technicians; and

 

Whereas, Removing the population threshold in 2015 Wisconsin Act 113 will create greater employment opportunities for the Wisconsin Emergency Medical Services industry, specifically in larger cities such as the City of Milwaukee; and

 

Whereas, In addition to creating job opportunities for city residents, the ambulance staffing changes and removal of the population threshold may directly address the low staffing levels that exist in the City of Milwaukee; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City of Milwaukee urges the Wisconsin Legislature to enact legislation to amend 2015 Wisconsin Act 113 to remove the population threshold contained in that legislation; and, be it

 

Further Resolved, That Common Council File Number 141090 is amended by adding the following item in the document attached to the file and identified as the “2015-2016 State Legislative Package Proposals”:

Amend Wis. Stat. 256 to eliminate the population threshold that prohibits a legal ambulance staff, in a municipality with a population of 10,000 or more, from including an Emergency Medical Responder as one of its members.

 

; and, be it

 

Further Resolved, That upon adoption of this resolution, the City Clerk shall mail a copy of the resolution to Wisconsin Governor Scott Walker and each member of Milwaukee’s delegation to the Wisconsin Legislature.
