Analysis
This substitute resolution authorizes the adoption of Relocation Plans for the 37th Street School Replacement Site Acquisitions and the Spot Acquisition of 530-32 West North Avenue prepared pursuant to Chapter 32.25 of the Wisconsin Statutes and in accordance with Wisconsin Department of Commerce guidelines.
Body
Whereas, The Redevelopment Authority of the City of Milwaukee ("Authority") has approved the acquisition of 31 privately owned properties in the vicinity of North 35th Street and West Galena Street to assemble a replacement site for the 37th Street Elementary School on behalf of Milwaukee Public Schools; and
 
Whereas, The Authority also approved the acquisition of a mixed-used property at 530-32 West North Avenue as part of its blight elimination efforts in the proposed African American Cultural and Entertainment District; and
 
Whereas, Acquisition of these properties will result in the displacement of occupants who must be relocated according to Chapter 32.25 of the Wisconsin Statutes; and
 
Whereas, The Authority cannot proceed with land acquisition activities until it has approved State of Wisconsin Relocation Plans for the occupants expected to be displaced as required by Chapter 32.25 of the Wisconsin Statutes; and
 
Whereas, The Relocation Plans have been submitted to the Wisconsin Department of Commerce for approval; and
 
Whereas, Said Relocation Plans also must be submitted to and approved by the Common Council of the City of Milwaukee as required by Chapter 66.1333(10) of the Wisconsin Statutes; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee that the Relocation Plan prepared by the Redevelopment Authority of the City of Milwaukee for the 37th Street School Replacement Site Acquisitions and the Relocation Plan prepared by HNTB Corporation for the property at 530-32 West North Avenue, copies of which are attached to this Common Council File, are found to:
 
1. Formulate feasible methods for relocating the occupants to be displaced from areas that are designated for clearance and redevelopment.
 
2. Assure that suitable relocation sites are available to the occupants to be displaced by project activities.
 
3. Assure that all occupants to be displaced will receive relocation payments and assistance as prescribed by law.
 
and, therefore, the Relocation Plans for the 37th Street School Replacement Site Acquisitions and the Spot Acquisition of 530-32 West North Avenue are approved; and, be it
 
Further Resolved, That the Authority is authorized to expeditiously and faithfully carry out the approved Relocation Plans.
