Title
Resolution directing the Commissioner of Public Works to execute documents titled “State/Municipal Agreement for a Highway Improvement Project” with the Wisconsin Department of Transportation for the programming and construction of North 20th Street (STH 57) from West Hopkins Street to West Capitol Drive with Federal and/or State Aid and authorizing engineering costs at this time of $144,000 which will be funded by $36,000 City share and $108,000 grantor share.
Analysis
This resolution authorizes and directs the Commissioner of Public Works to execute a project agreement with the Wisconsin Department of Transportation (WISDOT) for the programming and construction of North 20th Street (STH 57) from West Hopkins Street to West Capitol Drive with Federal/State Aid. This project is included in the WISDOT’s State Trunk Highway program for improvement. The City of Milwaukee is responsible for 25 percent of the preliminary engineering costs in accordance with WISDOT policy. City of Milwaukee costs for the construction is dependent upon parking allowed and estimated at 20 percent. The estimated total cost of this project is $2,219,000, of which the City of Milwaukee’s share is $301,000 and the grantor share is $1,918,000. The total estimated preliminary engineering cost of this project is $144,000, of which the City of Milwaukee’s share is $36,000 and the grantor share is $108,000.

Whereas, Preliminary approval has been received from the Wisconsin Department of Transportation (WISDOT) along with an agreement to be executed by the City of Milwaukee for the programming and construction of North 20th Street (STH 57) from West Hopkins Street to West Capitol Drive with Federal and/or State Aid; and
Whereas, The improvement scheduled for North 20th Street from West Hopkins Street to West Capitol Drive is on the current WISDOT State Trunk Highway Program; and
Whereas, North 20th Street (STH 57) from West Hopkins Street to West Capitol Drive is programmed for construction in 2012; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized and directed to execute an agreement for the programming and construction of North 20th Street from West Hopkins Street to West Capitol Drive with Federal and/or State Aid, a copy of which is attached to Common Council Resolution File Number 071072 and is incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the CPW is hereby authorized to undertake or engage a consultant to undertake preliminary engineering for the improvement of the aforementioned project and to reimburse the WISDOT for preliminary engineering costs they incur for the improvement; and, be it
Further Resolved, That the CPW is hereby authorized to enter into an agreement with the WISDOT pertaining to the cost participation for the installation and/or modification of traffic control facilities in conjunction with the improvement of the aforementioned project; and, be it
Further Resolved, That the CPW is hereby authorized to install the traffic control facilities necessary in conjunction with the aforementioned projects, following the execution of the traffic control agreement the cost of which will be included in future resolution; and, be it
Further Resolved, That the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project (Expenditures) and transfer to any of these accounts the amount required under the grant agreement and city Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
